Abstract [sv]

För att kunna nå de nationella miljömålen och generationsmålet krävs en minskning av avfallsmängderna. Genom att återbruka/återanvända en del av det grovavfall som kommer in till återvinningscentralerna kan mängden avfall som går till förbränning minska. Vid undersökningen svarade fraktionen för ca 1,3% av den totala mängden insamlat grovavfall, men det fanns potential att utöka mängderna då ett ökat intresse för återbruk ses både hos allmänheten och av avfallssektorn. Intervjuer genomfördes med tio olika kommuner/organisationer, med syfte att undersöka hur deras arbete med återbruk sker. Det konstaterades att utförandet av återbruksarbetet skiljde beroende på olika förutsättningar, så som kommunstorlek, invånarantal, storlek på städer, politisk vilja och kultur i kommunerna. Grunderna i arbetet var ett engagemang att skapa nätverk och utveckla fungerande samarbeten med aktörer och förvaltningar i kommunen, och att sprida information om avfall och återbruksmöjligheter till allmänheten. Det finns möjligheter att utveckla arbetet hos flera av de undersökta kommunerna, då samarbeten med ytterligare aktörer kan bidra till att större mängder eller fler fraktioner omhändertas. Ekonomiska styrmedel kan användas för att främja återbruksverksamheter, detta skulle exempelvis kunna ske genom att låta dessa befrias från de avfallsavgifter som uppstår då inte allt som omhändertas går att sälja. Förhoppningen med undersökningen är att inspirera kommuner till ett utökat arbete med återbruk, och på så vis lyckas minska avfallsmängderna i Sverige.

Abstract [en]

In order to achieve the national environmental objectives and the generational goal, a reduction of waste volumes is required. By recycling or reusing a part of the bulky waste entering the recycling centres, the amount of waste that is combusted can decrease. Approximately 1.3% of the total amount of collected bulky waste was being reused at the time of the survey. There was a growing interest from the public and the municipalities in the reuse of products. The purpose of this survey was to investigate how municipalities/organizations carry out their work with reuse of waste. The investigation has been conducted by interviews with ten different municipalities or similar organizations. It is noted that the performance of the work with reuse differ dependent on different conditions, such as size of municipalities, population, size of cities, political will and culture in the municipalities. The fundamentals of the work where a commitment to networking and developing effective collaborations with actors and administrations in the municipality, and to disseminate information about waste and reuse opportunities to the public. There is a potential for developing the work of several of the municipalities investigated, as cooperation with additional actors can help to deal with larger volumes or more fractions. Economic incentives can be used to promote reuse activities, for example, by waste charge exemptions when not all potential reuse items are offered for sale can be sold. The expectation of the survey is to inspire municipalities to expand their reuse efforts, thus reducing waste volumes in Sweden.
