The League of Arab States, often referred to as the Arab League, is one of the oldest existing regional organizations of its kind. The Arab League seeks to promote closer ties among its twenty-two independent member states and coordinate their policies and promote their common interests. But the Arab League have difficulties to enforce the cooperation and to meet the purpose of their three founding charters. Therefore, the aim of this thesis is to explain why the Arab League have not fulfilled their purpose. To explain the distinction between the Leagues chapters and reality the theory of neo-functionalism is chosen, and by applying the idea of integration according to neo-functionalism the general question formulation is “How can neo- functionalism explain the fact that the Arab League failed to live up to its charters?”. To create structured data out of the information about the Arab League a text analysis has been used. The conclusion of the study is that the League started with a cooperation in too many and sensitive areas. This in turn made it difficult for the League to develop due to the insufficient institutional and organizational conditions. The League has neither developed mechanism that can cope with an economic or political spill-over.
