The European Union's promotion of Gender Equality in Kosovo: A qualitative case study examining the inclusion of the civil society, legislative implementation, gender roles and women of disadvantages

This study examines how the European Union (EU) promotes gender equality in Kosovo through the enlargement process with the western Balkans. Five interviews were conducted with two governmental actors, two European Commissioners and the largest women’s rights non-governmental organisation (NGO) in Kosovo. The qualitative findings are a combination of interviews with key informants and a text analysis depicting how the EU incorporates civil society, legislative implementation, gender roles and disadvantaged women in their promotion of gender equality. New Institutionalism and Intersectionality were utilized as theoretical frameworks to analyse the results. The results showed significant incorporation of the chosen NGO, and largely, a strong collaboration between the EU and the civil society. Moreover, consolidated legislation concerning gender equality was evident but did simultaneously demonstrate a lack of implementation due to heavily skewed gender norms and roles. The results did eminently portray that disadvantaged women, e.g., women of minority groups or women living in rural areas face added gender discrimination. The study concludes by suggesting that the EU should implement a more precise and thorough focus on gender-transformative projects, gender roles, and a broader focus on women of disadvantages. A redirected focus of the EU on the governmental agency of gender equality was also proposed. Concurrently, the results also acknowledged the need for governmental efforts to improve in order to achieve more efficiency in the progress of gender equality.
