Abstract [en]

Throughout the decades disabled people have been treated as a byproduct of society and pushed to the side. According to the World Health Organization there are over a billion people today that live with some sort of disability, which is around fifteen percent of the earth’s population (WHO, 1 december 2020). There is no exact number over how many are disabled in Sweden but according to Statistiska Centralbyrån, in the age group 16-64 there are around a million people that have some type of disability (Statistiska Centralbyrån, 2020). About twenty-two percent reported in 2013 that they have experienced some kind of discriminatory act in the workplace and in 2019 it had increased to around twenty-eight percent (SCB, 2013:12; 2019:9). 

The purpose of this study is to examine two official documents, prop. 1999/2000:79 and prop. 2016/17:188 to determine if and how they might have changed. To answer the problem statement, there are two questions; “what words are used to describe disabled people?” and “what, according to the propositions, are the problems and what are the solutions?”. The method used is thematic content analysis, both qualitative and quantitative. The theory consists of three ideal types, made from three models of disability. The medical, the social and the nordic relational model of disability. 

The conclusion to the study is that a change has occurred between the prop. 1999/2000/79 and prop. 2016/17:188. The medical model is not used as widely in the later bill as in the first and the nordic relational model takes up more focus in prop. 2016/17:188. It’s the Swedish society and economy that sees the consequences of the disabled people not having the same opportunities as other citizens. However, the measures taken to solve the problems are directed towards individuals so that they can conform to the norm.
