On September 23, 2021, Prime Minister Stefan Löfven together with Minister of Justice Morgan Johansson submitted a bill called "Abolished penalty discount for young adults in serious crime". The proposal was voted through despite the referral bodies opposing the proposal. The main contradictions concerned the undercalculated budget, the opposition to research and the so-called threshold effect. To understand why the proposal is voted through, despite objections, Kingdon’s multiple stream approach is used. Kingdon’s multiple stream approach shows the various components to give a proposal impetus to be lifted and voted through. The result shows that two out of three important components indicate that the proposal should be voted through, while one component opposes it. This component is based on research and opportunities for implementation. The fact that this component opposes the proposal results in the implementation of the proposal being difficult, almost impossible.
