Housing first, obstacles and opportunities? : A qualitative study of social workers´ perceptions (English)
Abstract [en]
Housing first is a growing model in Sweden but has not been studied to a higher extent in medium sized Swedish municipalities. The main purpose of this study is thus to analyze obstacles and opportunities arising from the housing intervention Housing first in the social work practice aimed at combating homelessness with the core target group of Housing first in a medium sized Swedish municipality. The study is carried out by interviewing eight social workers in a medium sized Swedish municipality practicing a Hosuing first-based model. The main conclusions from our results are that a Housing first-based model is described as crucial to a limited group of people in order to reduce harm stemming from issues with substance-plus alcohol related addiction and mental health problems. Additional social care support besides housing was emphasized as crucial to make the Housing first-model functionable. Housing first was to a certain extent described as essential to be able to keep working with clients to reduce harm through treatments and for the clients to become socially included in various aspects of life, such as getting a job. On the other hand, the results to a certain extent also emphasize that this model is not regarded as suitable to people suffering from too heavy addiction and in that case the model may cause more harm rather than reduce harm. The results from this study also give rise to certain discussions, such as discussions regarding the impact on social work aimed at combatting homelessness that Swedish landlords and Swedish tenancy laws have.
