Abstract [en]

Corruption has long been a problem that has affected people negatively. When administrationsand officials use corruption, this affects people's trust in the public sector. The traditionalapproach to corruption is often about bribes and self-interest for self-profit, which still exists insome countries. Traditional corruption is often found among countries with little or nodemocracy. But does this mean that corruption does not exist in more stable democracies? Thefact is that corruption exists even in well-established countries like Sweden. Their ways are moresophisticated and are harder to detect. The fact that Sweden ended up low among varioustraditional surveys is due to the fact that these focused on traditional corruption such as bribery,which is extremely unusual in Sweden. In order for Sweden to be able to maintain such a lowlevel of corruption, various action plans and measures have been taken by the public sector. It ispossible to draw the conclusion that the Swedish government and state authorities have chosen tofocus on measures such as integrity, guidance, enforcement and monitoring. These measureshave their focus in the value-based and rule-based strategies, meaning that to fight corruption inlow-corruption countries, a combination of these is needed. It is also clear that the strategies tofight corruption have developed since 2010 in the form of new action plans with a focus on thevalue-based and rule-based strategies.
