    Cartelisation, Convergence or Increasing Similarities?: Lessons from Parties in Parliament2018Collection (editor) (Refereed)
    Abstract [en]

    It is often suggested that political parties are becoming increasingly alike, and that party politics has turned into an elite affair where political professionals collude to further their self-interest rather than work to represent the interests of their constituents. In recent decades this diagnosis has been famously associated with Richard Katz and Peter Mair’s cartel party theory. Yet so far this controversial thesis has not been subjected to systematic empirical scrutiny, nor has its conceptual and normative underpinnings been properly considered. In this volume a group of political scientists with different specialisations take on this task, focusing empirically on the Swedish party system, which the originators of the cartel party theory have suggested is especially conducive to the formation of party cartels. Collecting new and unique qualitative and quantitative data, the volume casts serious doubt on the validity of the cartel party theory as an explanation for party system change.

    Abstract [en]

    Modernization theory assumes, more or less, an ongoing secularization until hardly no religion is left. But what happen after secularization, when the state is secularized and the religious sentiment of the population do not decrease any more? In Sweden – inhabited of one of the most secularized and Post-Materialist population of the world – religious values are perceived as more important among the youngest generations than among the “baby boomers” born in 1940s and 1950s. Does this sacralization affect political opinion? The study uses survey data on the Swedish population 15-85 years of age conducted in 1986-2006. The tentative answer to the question indicates that sacralization is related to some changes in Post-Material opinions, but does not imply major changes in Material opinion.

    Abstract [sv]

    I Avstamp studeras avtrycket av svenska folkets värden och syn på brännande samhällsfrågor i tio kapitel av åtta forskare. I det avtryck som registreras finns nya spår av svenskarnas förhållande till politik. I stor utsträckning poängteras förändringar av den svenska politiken och svenskarnas förhållande till partierna: partierna utmanas av nya konflikter och ideologiska dimensioner, nya partier samt av blockpolitikens dynamik. Några av författarna intresserar sig för synen på skolans demokratiska fostran, vilka åsikter som finns bland religionskritiker och korruption i svenska kommuner. Ytterligare några kapitel analyserar svenskarnas förhållande till frihet, djur och natur samt vilka egenskaper som svenskarna uppskattar hos sina arbetskamrater.

    Abstract [sv]

    Bakom riksdagens fasad är en bok om riksdagens ledamöter. Den tar sin utgångspunkt i de påståenden som gör gällande att folket individualiseras, men inte folkets främsta företrädare i riksdagen. Är den kollektiva partipolitiken allenarådande bland folkets representanter, utan utrymme för enskilda politiker att agera? Kan det verkligen vara så att de politiiker som visat sig tillräckligt viljestarka för att bli valda till riksdagen, saknar betydelse när de väl är där? Eller finns det plats för de folkvalda som individer bakom den kollektiva fasad som presenteras för väljarna?

    Vad som granskas är om riksdagsledamötenra i samband med utskottsarbetet kan påverka partilinjen. Eller är det så att partigruppernas ledningar kontrollerar allt riksdagsledamöterna gör i samband med utskottsarbettet?

    I boken undersöks också om riksdagsledamöternas möjligheter att agera för att påverka den egna partilinjen och riksdagsbesluten har ökat de senaste decennierna. Om den enskildes möjligheter att påverka har ökat, har individualiseringen -- precis som i samhället i övrigt -- även slagit rot i riksdagen.

    Boken bygger till största delen på intervjuer och enkätundersökningar av riksdagsledamöterna som genomförts på 1980- och 1990-talen, samt på riksdagens egna dokument.

    Abstract [en]

    It is argued that although the importance of party identification and social cleavages is declining, the bipolarity of the Swedish party system is sustained by voters' identification with political blocs rather than with parties. Using data from the Swedish election of 2010, the article shows that voters' bloc identification structures their voting behaviour and stabilises the party system. Four hypotheses are tested and supported. H1: Declining party identification has been replaced by bloc identification. H2: Voters with a strong bloc identification are often detached from a strong party identification, while almost all of the few voters with a strong party identification are also attached to a strong bloc identification. H3: Bloc identification has an effect on voting for parties belonging to one of the political blocs, even when party identification is controlled for. H4: Bloc identification has a small effect on electoral support for anti-establishment parties (such as the Sweden Democrats).

    As a general statement about party development, the cartel party theory has severe problems. What is assumed to be the most devastating effect of cartelisation on representative democracy is the alleged erosion of the links between voters and parties, ‘which are based on trust, accountability, and above all, representation’ (Mair 1997: 153). Our findings in this volume do not support such claims.

    Allmänna val är demokratins livsluft. På valdagen tillmäts alla röstsedlar samma värde. Vägen till valurnan är kantad av förhållanden som skiljer sig åt mellan väljarna.     I en representativ demokrati är allmänna val viktiga. Därför är väljarbeteende ett centralt statsvetenskapligt forskningsområde. I den här boken presenteras en väljarstudie som ger en grundläggande introduktion till forskning om politiskt beteende. Den svenska väljaren 2014 analyserar hur och varför väljarna röstade som de gjorde i riksdagsvalet 2014. Analyserna visar på omfattande och betydande förändringar i svensk politik. I boken framträder bilden av ett nytt politiskt landskap i Sverige.

    Författaren relaterar också studiens resultat till den internationella forskningsfronten och läsaren får därmed en inblick i såväl nya som klassiska teorier om politiskt beteende. Med hjälp av enkel statistik får läsarna kunskap om medborgarnas agerande i allmänna val.     After Secularization: Changing religious values between generations

    The study focuses religiosity in an extremely secular society: the case of Sweden. It examines secularization at three levels: societal, organizational, and individual level. The main data are surveys of the adult Swedish population 1986-2008 and official statistics collected by Statistics Sweden and Church of Sweden from 1920 to present. The result shows that people born after 1960 express a stronger interest in religion than people born in the 1940s and 1950s. However, this is a psychological interest. Between these generations, there is no report of changed religious behavior.

    Does the allocation of public funding for parties support the assumptions of cartel party theory about a change in the internal balance of power within Swedish parties? By answering this question, the study tests some of Katz and Mair’s theory about changing party financing that are linked to the changed balance of power within cartel parties. Using data on public party subsidiaries 1966–2011 in Sweden, the result supports these assumptions made by the cartel party theory.

    Abstract [en]

    This study examines whether the development and distribution of public subsidies for Swedish parties from the 1970s and onward tend to support some of Richard S. Katz and Peter Mair assumptions about political parties. The results show that governmental party subsidies can have a negative impact on party membership recruitment, that an increasing proportion of party subsidies is given to the parliamentary groups while less goes to the member’s party organization on the national level, and that the extensive party subsidies from municipalities, counties and parliament may allow an independent development of parties at the municipal, county, and state level.

    Changing Conditions for Party Groups of the Swedish RiksdagIn this special issue of Statsvetenskaplig tidskrift, the intention is to study the cartelizationof the Swedish party system based on the party groups of the SwedishRiksdag. Especially if we investigate whether the parliamentary party groups havebecome increasingly similar from the late 20th century to the first decade of the 21th century. This purpose is treated in six distinct sub-studies designed to addressgaps in the theory of cartelization of political parties. Conditions for party changeare related to party finance, gender and medialization. The significance of theseconditions may be different, however, depending on the internal cultures of parliamentaryparty groups: some party cultures may impede while other may facilitatecartelization. Party change is analyzed through a study of the parties’ degree ofpoliticization along with a discussion of cartelization and political representation.
