    Title: From being in debt to being out of debt. A study of processes, strategies and impacting factors.

    The aim of the study is to gain a greater understanding and knowledge about the ways to get into and out of debt, why people find themselves in serious debt, how the problems are coped with and how they are experienced. The starting point for studying this issue is people with experience of debts and the Debt Relief Act. The study focuses on the relationship between formal, informal and intrapersonal factors. The empirical data is based on 32 semi-structured narrative interviews with people having experience of the Debt Relief Act in three different ways: either having just applied for debt relief, being in the process of receiving debt relief or having been out of debt for two years. The data is analyzed in terms of three aspects; processes, strategies and impacting factors. The debts can have been incurred either over a long period of time or have arisen suddenly and unexpectedly. The reasons can be the result of individual and structural factors combining together. Both strategies and impacting factors can be changed depending on where in the debt relief process a person finds him/herself. The results shows that the strategies can vary from an active to a passive, open or closed approach where the decisive factors are mainly how one is received, health, age, reasons for getting into debt and social relationships. The conclusion is that serious debt problems are not only incurred by a certain group of people but that anyone can find themselves in this situation. It is evident that there is not just one way into and out of debt but several where both individual and structural factors are of major significance. Even if the Debt Relief Act provides a way out of a serious debt problem the results show that it is a long-term solution, which has considerable consequences for both the individual and society.

    Varför ansöker inte fler överskuldsatta om skuldsanering?: Rapport från ett forskningsprojekt om ansökningsbenägenhet2016Report (Other academic)

    Varför ansöker inte fler överskuldsatta om skuldsanering? Resultatet visar att den genom åren återkommande frågan har flera svar och handlar ofta om ett samspel mellan individuella och strukturella faktorer. Resultatet visar att konsekvenser av långvariga skuldproblem, som upplevs omöjliga att ta sig ur, riskerar att leda till olika strategier och förhållningssätt. Dessa kan i förlängningen urholka möjligheten att bli beviljad skuldsanering eftersom ett av lagens krav, skälighetskriteriet, inte uppfylls. Skuldutvecklingen är snabb när ränta betalas före kapitalbelopp enligt gällande krediteringssystem. Detta ökar individens känsla av hopplöshet och uppgivenhet. Långa väntetider till kommunernas budget- och skuldrådgivare riskerar att förvärra problemen.

    Fokuseringen på skuldsaneringsansökandet riskerar att missleda blicken mot sena åtgärder när skuldsatta personer levt länge med skulder. Forskning visar på ökade risker för följdproblem och lagens rehabiliterande syfte har svårt att uppnås. Resultatet visar på behovet av mer förebyggande insatser för att motverka problem med överskuldsättning.

    Denna rapport är en redovisning av forskningsprojektet ”Varför ansöker inte fler överskuldsatta om skuldsanering?” som genomförts under 2014-2015 med forskningsbidrag från Kronofogdens vetenskapliga råd. Projektrapporten innehåller kunskapsöversikt, undersökning av skuldsaneringsförfarandets bakomliggande antaganden samt tre empiriska studier; professionellas och ideella organisationers erfarenheter av möten med skuldsatta personer samt en akt- och en intervjustudie utifrån Kronofogdens registeruppgifter.

    Överskuldsättningens ansikten: En studie av vägar in i och ut ur ekonomiska svårigheter2011Doctoral thesis, comprehensive summary (Other academic)
    Abstract [en]

    The purpose of this thesis is to increase the understanding and awareness of what the pathways into and out of debt problems can look like, why people get into bad debt situations, how problems are handled and how they are perceived.

    The empirical data is based on semi-structured narrative interviews with 32 people who can relate to a debt settlement in three ways, either by just having applied for a debt settlement, finding themselves in the midst of a debt settlement or being debt-free since a few years back. The material is analyzed in terms relating to the processes, strategies and impact factors surrounding debt problems and debt settlements.

    Debt problems can either happen slowly and gradually or arise suddenly and unexpectedly. The causes may be an interaction between individual and structural factors. Both coping strategies and influencing factors can change over time and depend on where in the debt process one is. The results show that the coping strategies vary from active to passive, from open to closed, where the determining factors are mainly how one was treated/ received, one's health, age, sense of shame and guilt, social relationships, as well as the causes of debt. 

    The results show how there is interplay between individual and structural factors in terms of causes, but also in the strategies and approaches expressed. The coping strategies are influenced and changed with the time scale over the debt process. Women have a risk to a greater extent than men to suffer from debt problems without having spent any money, but instead by acting as co-signer or guarantor.

    The conclusion is that debt problems do not just affect a certain group of individuals, but that anyone can in principle be affected by excessive debt. What becomes clear is that there is not only one but several ways into and out of debt problems in which both individual and structural factors are important. Although there is a way out of excessive debt problems through debt relief law, results show that the solution extends over time and has far-reaching consequences for both individuals and society.
