    Den här rapporten publiceras inom ramen för Program Jämi, som har fått regeringens uppdrag att utveckla program- och programaktiviteter till stöd för statliga myndigheter.[1] Program Jämi har fyra olika deluppdrag; att vidarutveckla metoder för jämställdhetsintegrering, att vara forum för erfarenhetsutbyte, att informera om jämställdhetsintegrering samt att skapa förutsättningar för långsiktigt stöd för jämställdhetsintegrering.

    Syftet med rapporten  ”Jämställdhetsintegrering av statliga myndigheters verksamhet” är att bidra till kunskapsunderlaget kring statliga myndigheters arbete med jämställdhetsintegrering genom att diskutera

    a) hur långt arbetet med jämställdhetsintegrering fortskridit på myndigheterna,

    b) vilka förklaringsfaktorer myndigheterna anser vara viktigast för att arbetet ska utvecklas gynnsamt samt

    c) vilket stöd i arbetet med jämställdhetsintegrering som myndigheterna specifikt efterlyser i nuläget.

    Rapporten inleds med en kortare diskussion om vad jämställdhetsintegrering är och vilka krav som ställs på statliga myndigheter. Därefter diskuteras jämställdhetsintegrering ur ett syrningsperspektiv. Rapportens huvuddel består av en analys av ett datamaterial som samlats in för denna rapports räkning. Under maj – augusti 2009 distribuerade Program Jämi en enkät via e-post till sammanlagt 216 statliga förvaltningsmyndigheter. Enkäten ställdes till GD eller motsvarande och fick en slutgiltig svarsfrekvensen på 88 procent. Frågorna berörde allmänna uppfattningar kring arbetet med jämställdhetsintegrering på myndigheten och vidtagna åtgärder. Myndigheterna fick också gruppera sig beroende på hur långt de ansåg att arbetet med jämställdhetsintegrering utvecklats på den egna myndigheten samt ange de viktigaste orsakerna bakom varför myndigheten befann sig på respektive utvecklingsnivå. Slutligen innehöll enkäten också en öppen fråga om vilket stöd myndigheterna efterlyster i dagsläget för att komma vidare i arbetet med jämställdhetsintegrering. Dessa svar som analyseras i den föreliggande rapporten.

    A basic principle of good government is that politics should be restricted to the input side, whereas the bureaucracy should operate independently of political considerations. However, 10 previous literature documents an implementation gap between unitary political aims and varied local outcomes, which occasionally can be attributed to political reasons; both bureaucratic ideology and that local political constituencies can shape implementation and affect outcome. So far, however, research has neglected the question of whether one of these effects is conditioned by the other. This article presents original data on the political orientation of public 15 employees in the Swedish Social Insurance Administration that allow these two factors to be tested together for the first time. The main finding is that neither the bureaucratic ideology nor the political orientation of the local community independently affects the outcome but that the real effect of political ideology on implementation takes the form of an interaction effect between the two. This interaction effect visualizes so that a rightward shift in bureaucratic 20 ideology significantly reduces the number of annual sick leave days per capita when the political orientation of the local community is right leaning. Hence, political ideology only affects welfare state outcome by restricting policy implementation in a situation in which restrictive public employees are positioned in restrictive local communities.

    Svensk sjukskrivningspraxis uppvisar regionala variationer som bara till hälften kan förklaras med sjukdomsrelaterade bakgrundsfaktorer. Sådan oförklarad variation hotar på sikt legitimiteten för välfärdsstaten. Artikeln undersöker betydelsen av ”mjuka” faktorerna inom socialförsäkringen - handläggarnas attityder på länsnivå – bakom variationen. Den visar att i län där handläggarna i genomsnitt står mer till höger politiskt är ohälsotalet lägre, under kontroll för de viktigaste alternativa förklaringsfaktorerna.

    Varför är människor mer sjuka i Sveriges norra delar? Detta hittills oförklarade problem utgår på flera sätt ett av de störata hoten mot den generella svenska välfärdsstaten.

    Boken undersöker om regionala organisationskulturer på Försäkringskassan kan bidra till att förklara problemet. Analysen baserar sig på ett unikt material, en enkätstudie av samtliga handläggare av sjukfallsärenden på Försäkringskassan – de som här kallas välfärdens infriare – samt ett femtiotal längre samtalsintevjuer.

    Undersökningen visar att välfärdsinfriarnas politiska vänster-högeriorientering på länsnivå har betydelse för hur sjukskrivningarna varierar mellan olika län: I län där en större andel av välfärdsinfriarna står till höger politiskt är ohälsotalet lägre.

    Studien visar också hur ett omsorgsetiskt förhållningssätt hos handläggarna kan minska sjukskrivningstalet. Omsorgsetiken problematiserar förhållandet mellan omhändertagande och egenansvar i välfärdsstaten – en brännande aktuell fråga.

    While a growing body of research argues for increased attention to ethics within public administration, scholars diverge on how to conceptualize the character of public ethics. Likewise, empirical evidence regarding the role that ethics plays in the quality of service delivery is rare. The author argues that the concept of a public ethics of care is useful for public administration in welfare states. She examines the idea empirically through a large-N analysis of frontline bureaucrats within the Swedish Social Insurance Administration. The analysis develops two general measures of a public ethics of care as well as a public ethics of justice. The author proceeds to show a clear presence of an ethics of care in the Swedish public sector. Further, analysis shows that these two ethics measures are supplementary, not contradictory, and that age is the main individual determinant behind ethics of care, strongly correlating with number of years in office. The conclusion underscores how public ethics of care results from acquired experience in fulfilling care-oriented tasks.

    Back in the 1960s and 1970s the community study was a popular genre among anthropologists, European ethnologists, social historians as well as qualitative sociologists. These studies were often organized in the polarity of macro-micro perspectives, taking the shape of topdog versus underdog. Today, the genre has nearly disappeared from the social sciences and cultural research. This thematic issue of Ethnologia Europaea seeks to re-invent the genre in new forms, employing strategies that avoid a nostalgic “the loss of community” air. The authors collaborating also opted to work in a different format. They conjoined their separate yet parallel investigations into one joint piece, elaborating on the same questions in each section. The discussion thus takes its departure from the presentation of a multi-disciplinary research project on health and welfare in contrasting Swedish communities. The project tackles the analytic potential of community studies through ethnographies of the interface between the nation-state and local communities. How do citizens and local administrators of national welfare systems interact and how are local climates of trust and hope created or threatened? We have asked four scholars to comment on the presentation of the project from different angles. Gisela Welz discusses the development and demise of the community study tradition and its potentials for revival, with a plea for more comparative and contrasting studies of statecraft. Stef Jansen takes the concept of hope as his focus, drawing on his studies of displacement of refugees in Bosnia-Herzegovina. What are the tensions between home as a site remembrance and belonging and as a future-oriented project? Tian Sørhaug’s contribution centres on the concept of trust and looks at the new relations emerging between state institutions and local communities in what has been called “the audit society”. What happens when communication between welfare institutions and citizens are formalized into sets of indicators and incentives? Pertti Alasuutari directs attention to the ways in which general systems of governance are domesticated as they are put into local practice. His examples come from an ongoing study of how global trends and frameworks are transformed in different national settings. Finally, Jonas Frykman, who is the guest editor of this issue, takes the commentaries as a point of departure to suggest avenues for developing local ethnographies of the dynamic and often surprising ways in which the state and a local community interact. “Is the world becoming more global, national or local?” is a question often posed today. The answer is of course: “Yes”. There are intertwined processes of cultural globalization, nationalization and localization going on and to understand these dynamics we need research situated at different levels as well as comparative and contrasting research approaches.
