    Abstract [en]

    The open access landscape is highly disruptive to established publishing practices and large changes are taking place globally in this arena. Some dismiss and resist the evolution of open access publishing practices as disreputable progress and wish to turn back the clock while others laud it as the future rise of scholarship.

    This presentation will provide a broad overview of the open access discussion and focus on several research projects currently underway to ascertain faculty, student, and alumni reactions to their own open access author- and reader-ship from both developed and transition countries.

    Abstract [en]

    Despite ever accelerating workplace changes, including rapidly expanding technological access and fast improving information and communication systems, the education system in Kosovo is not fully developed enough to provide a high-quality research-based education in Information and Communication Technology. Coping simultaneously with varied national priorities, Kosovo – a small country with 2 million inhabitants and a national budget of only 2.3 billion – lacks the needed investments to fundamentally transform the quality of the education system. A funded ICT doctoral program would address today’s workforce priorities and requirements. The design and delivery of a national PhD program in ICT is crucial for Kosovo in order to ensure competitive readiness within the regional education systems and national economies of the West Balkans - and beyond. This paper argues the need for PhD programs and offers insights into a proposed project, the aim of which is to put Kosovo on the map by offering a PhD in the ICT field.

    Abstract [en]

    A collaborative system design initiative at the University for Business and Technology in Kosovo aims to make local knowledge visible and to enhance local knowledge creation, within the university and throughout the country. Since its inception in 2015, design activities aimed to activate systems through modeling the global knowledge landscape, technology enabled systems, and human activity processes. Within the framework of Informed Systems, application of Informed Learning theory and Information Experience Design (IXD) guided prototyping systems that informed building an institutional repository named UBT Knowledge Center. The knowledge vision anticipates that sustained curation, organization, discovery, access, and usage processes will accelerate academic engagement, national development, and global visibility, over time and with practice to further theory-to-practice and practice-to-theory.
