    Gender inequality is a structural problem in almost all societies in the world. The Swedish International Development Cooperation Agency (Sida) is argued to be in the front when it comes to include women and gender equality in their cooperation with other countries. However, what kind of gender mainstreaming discourses are they using?

    This study is a critical idea analysis of the evaluation documents published by Sida. The objective of the thesis is to investigate what feminist discourses Sida is using and how it can be understood from the perspective of power of Michel Foucault.

                          The major findings of the ideal type analysis are that Sida is mostly using a socialist feminist discourse in their documents. However, when applying the theory of power on the findings, a discussion about how much (and maybe what kind) of power Sida is actual practicing emerge. The main conclusion is that Sida is using power to set the norms and the discourse. On the other end could not a fully gender mainstreaming be seen, this can be resistance from the cooperation countries to adopt to the socialist discourse.
