Understanding Recent Changes in the Swedish Academic Profession2018In: Nordic Fields of Higher Education in International Comparison, 2018Conference paper (Refereed)
    Abstract [en]

A stratified profession in a differentiated institutional setting: Swedish university teachers from the 1990s onwards

The early 1990s were years of economic recession, accompanied by rising unemployment, the widespread ascendance of new forms and techniques of governance, and politically enforced restrictions on public spending.  At the same time the early 1990s made knowledge society a common trope, and the global university enrolment ratio rose steeply. The two changes are interlinked –expansion of higher education bolstered youth unemployment, a knowledge economy was held up as a model for western societies

This paper examines how the combination of recession and university expansion was accommodated in one specific setting. The Swedish university teachers were subjected to the same changes in the forms and techniques of governance as other Swedish professions. But the higher education sector was reformed during a period of a sector-specific abundance. Two resource-shocks hit the system. One derived from an increased flow of research funding, the other from the rapidly increasing number of students. We argue that this timing and modality in introducing new forms of governance in the Swedish universities (1) postponed the perception of adverse effects on the profession, (2) aligned with, accentuated and altered the structure of an internally differentiated but formally unified university system, (3) created specific groups of beneficiaries at different poles of the system – and that, thereby, (4) an incentive-based institutional framework was worked into the tissue of the professional body, meeting little resistance. This was accompanied and underlined by the shift in the composition of the administrative staff from support functions (secretaries etc.) to agents of control and governance.

What is academic and what is vocational about academic vocational training?2014Conference paper (Refereed)
    Abstract [en]

Vocational education makes up an increasing share of higher education. But what shapes the trade-off between academic and vocational elements? When and why does the academisation of professional training result in tensions, and by whom are they felt? Drawing on the case of Sweden, we analyze the process through which vocational training has been pulled into the university system, and show how it has spawned distinct models for aligning academic and vocational elements. These models coexist in the era of vocationalism. By exploring their respective dynamics we can chart how - and where - tensions between academic and vocational elements arise and are managed.

Class, Sex and Revolutions: Göran Therborn - a critical appraisal2016Collection (editor) (Other academic)
    Abstract [en]

This book is a critical appraisal of the themes Göran Therborn has pursued up till now, and is introduced by Robin Blackburn, for almost twenty years his editor at New Left Review.

In between Science, Class and Society (1976) and The Killing Fields of Inequality (2011) Göran has consistently challenged received wisdom in politics and the social sciences. Sex and Power is the current global map of gender equality and kinship/the family. With the 1968 article “From Petrograd to Saigon” he laid the foundation for his worldwide reputation as an innovative public intellectual. His critique of the Frankfurt School had repercussions around Europe. Today his work is spread on six continents, Central and Latin America in particular, and has been translated into more than twenty languages.

Contributors include Risto Alapuro, Perry Anderson, Robin Blackburn, Chang Kyung-sup, Gabriella Elgenius, Anita Göransson, Anna Hallberg, Eric J. Hobsbawm, Sven E.O. Hort, Per H. Jensen, Habibul Haque Khondker, Lisa Kings, Aliaksei Lastouski, Åsa Christina Laurell, Lena Lavinas, Gunnar Olofsson, Bo Rothstein, Anders Stephanson, Immanuel Wallerstein, Karin Widerberg, Erik Olin Wright, Nikolay Zakharov and Elisabeth Özdalga.

The book is edited by Sven Hort and Gunnar Olofsson.

Comparing two established professional groups with two “pre-professions”: Paper to be presented at the 6th Interim Meeting of the European Sociological Association, Research Network 19 'Sociology of Professions'  Paris, 22-24 April 2010 Professions and professionalism in times of global economic crisis: - Changes and continuities2010Report (Other academic)
    Abstract [en]

In this paper we will present data from a case study, including four occupations, which represent different levels of professionalism, in terms of their professional autonomy, their scientific-cognitive bases, and their degree of subordination to the logics of management and bureaucracy within the organisations where they perform their tasks. The occupations chosen are social workers, human resource management personnel (HRM), policemen and sport managers (CSM). Two of these are exclusively employed in the public sector (policemen and social workers) and two are employed mainly in the non-public sectors (HRM and CSM). Two groups are trained in well-established professional programs in the Swedish university system (social work and HRM) while the training of the other two (police and CSM) are new to the University system.

The aim of the study focuses on the dilemmas of professionalism linked to the processes of making different occupational groups more academic. We will discuss key aspects of these occupations within a framework of the structure of the Swedish Professional Landscape. We focus on the similarities and differences among them, shaped by their different levels of acquired professionalism, their control over occupational niches, their perceived identity as an occupation/profession and the character of the scientific-cognitive basis for each group.

The case study consists of the four occupations described above and is based on (small) surveys of students.  They participated in the study as a) students in the beginning of their studies, and as b) working in their different occupations after taken their degrees. As a complement to the surveys a number of in – depth interviews has been conducted focusing the experiences of being and becoming a professional.

Employment Initiatives for an Ageing Workforce (2005), The National Report on Sweden with eight Case Studies: A project financed by the European Foundation (Dublin) and coordinated by Forschungsgesellschaft für Gerontologie (Dortmund)2005Report (Refereed)
    Abstract [en]

In this publication we have assembled eight case studies and a ”national report” on Sweden that we wrote during 2005 as part of work commissioned by the European Foundation in Dublin. The Foundation had in the 1990’s and in the first years of the 21st  century as one of its objectives to investigate the situation for older and ageing workers in Europe, and to develop policy initiatives on the level of firms and organizations to counteract early exit.

Akademiska yrkesutbildningar i Växjö: Program, studenter och arbetsmarknad2010Book (Other academic)
    Abstract [sv]

Seven Swedish Cases: Production Regime, Personnel Policy and Age Structure in Seven Swedish Firms in the Era of the Swedish Model1995Report (Other academic)
    Abstract [en]

In this working paper are published extensive research reports from field work carried out in Sweden 1989-91 in relation to the Research project on "Firms, State and the Changing Age-Structure". This project was coordinated by Prof. Frieder Naschold at the Wissenschaftszent- rum fur Sozialforschung Berlin (WZB).

The fieldwork was done at a critical point in time. Shortly after the fieldwork was concluded, Sweden was "surprised" by a sudden political and economic change. Economically Sweden witnessed a decreasing GNP per inhabitant for two years. Unemployment grew rapidly from late 1991 onwards. The election of 1991 brought a Conservative-Liberal government to power, with the aim of implementing decisive changes in economic policies.

By its timing the fieldwork came to possess a value in its own, showing the Swedish Model at work at a late and advanced stage of its development. Furthermore the fieldwork reports of how personnel policies within firms were shaped by the labour market and social policy goals can be used as benchmarks against which to measure the ongoing changes, especially in relation to the policies directed towards the older workforce.

The case histories illustrate how the Swedish Policy regime influences the way the age-structure and early exit dilemmas are handled in real situations. They reveal the deep penetration of the Policy regime (such as the structure of pension systems and sick pay rules) into internal work organization and personnel policy in the Production regimes. But they also show a variety of strategies and outcomes in this setting. The variety can be explained by the interplay of the numerous instruments, rules and co-operating actors that form "packages" unforseen in advance.

    Abstract [sv]

    Abstract [sv]

Undersökningen ingick som den svenska delen i det nordiska forskningsprojektet ”Unemployment, Early Retirement and Citizenship: Marginalisation and Integration in the Nordic Countrie”. Nordic Social Science Research Council (via anslaget REL/29).

I projektgruppen ingick, förutom Jørgen Goul Andersen, Per H. Jensen  (Danmark), Einar  Øverbye (Norge), Laura Saurama (Finland) och Gunnar Olofsson (Sverige),
