    Abstract [en]

Previous research has shown that social workers are torn between the conflicting interests and rights that children and parents possess according to the actual legislation. The purpose of this study was to comprehend the experiences of the social worker making decisions, while taking court practices, parents interests and children’s interests into consideration, when children and young people should be given compulsory care under LVU § 2. The study is based on group interviews. Eleven social workers participated in the study and they were divided in three different groups. The study was carried out in both a smaller and a larger municipality in the southern part of Sweden. My empirical work is based on four themes of assessment, decision making, compulsory care, dilemmas and the case of Saga 5 years. The participating social workers argued about these themes in their respective group. Empirical data have been analyzed in the light of the concepts "social control" and "ideological dilemma". The study shows that social workers are faced with several dilemmas and difficulties when deciding about compulsory care under LVU § 2. Even though the main considerations for the social worker are the children’s need of protection, it becomes problematic when the child's needs of their parents and the social workers approach to court practices are taken into account.

    Abstract [en]

The aim of this study is to understand the collaboration at a child investigation and the actions that may be encountered as a result of the investigation, based on the Social Secretaries experiences of collaboration with other agencies such as schools, police, health visitor and child psychiatry. In the study, eight social workers from different municipalities was interviewed at a total of six occasions. One of the occasions was a group interview with three social workers at the same time. Through the interviews, it appears that the collaboration has an important role in social work and the necessity is something that manifests itself in the social secretaries stories but also in the earlier research done in this area. The results show that social workers extensively want to interact but that the purpose of interaction varies depending on the nature of the matter. Social workers also explain that there may be differences depending on who or which interacts which also means that the child be ultimately affected in one way or another.

    Abstract [en]

Previous research has indicated that intellectual disabilities and parenting is not socially accepted and compulsory care of children often occurs in families where one or both parents have an intellectual disability. This study aims to, thru a document analysis, investigate ideas and representations of parents with intellectual disabilities that emerge in Swedish legal cases. The legal cases is about children who are taken care of according to LVU § 2, where one or both parents have a intellectual disability. The results of the study revealed that people with intellectual disabilities are seen as not capable of developing parenting ability, in some cases aroused concerns about parenting during pregnancy, these suggesting stereotypes of parents with intellectual disabilities. Of the documents reveals that social workers word overrides in the decision-making, this leads to a position of power where the parents are at a disadvantage.

    Abstract [en]

The purpose of our study is to describe and understand whether, and if so, how social workers in school and in social services construct computer gaming adolescents as a social problem. We chose social workers who encounter adolescents with different problems. We have conducted qualitative interviews with vignettes to capture the social workers' reasoning about computer gaming adolescents and how they handle this in their work. The study shows that all social workers we interviewed had encountered adolescents with troubling computer gaming habits. In the study, all agree that computer gaming becomes a problem when it leads to deviant behaviour such as not going to school, staying up all night and so on. Social workers have adapted their work with computer gaming adolescents after their workplace policies, resources and make efforts to make it manageable to work with. One example of how they make it manageable is that they look at the problem in a context and focus on other factors than the excessive computer gaming such as poor family relationships. In the process of being established as a social problem computer gaming addiction is weak.

    Abstract [en]

The aim of this study was to seek an understanding of how media presents integration within the market of labour, with focus on problems and its causes, after the refugee crisis in 2015. Our approach has been the analyzing of 24 discussion articles from three different newspapers which are; Aftonbladet, Svenska Dagbladet and Dagens Nyheter.

Our study is a qualitative document study and we have used Fairclough’s three-dimensional model to analyze our empirical material. Our focus has been to analyze the language in the articles, the context of the texts and how that can influence or change the social practice. To analyze the articles, we have used various color codes, which have made it easier to split the articles in different themes. Furthermore, we have applied Søren Barlebo Wenneberg’s version of the social construction theory. He chose to divide the theory in four different pieces, whereas we have chosen the one we thought would contribute most with a deeper understanding to our study. Finally, we have used relevant literature as well as the notion of stigma by Erving Goffman.

We found that, among other things, politicians are pushing for many reforms that is lacking in society, such as lower wages regarding the employment of refugees or more combinations of jobs and education. Their approach has been to convey this to the public through the media. The results also showed that throughout the articles seldom were refugees who spoke. Something that dominated the media was the response of different politicians, experts or professionals about the failed integration. Their response was almost always about more or less education, as well as low-paid jobs and which one that was the best option, depending on the opinion of the author.

    Abstract [en]

The purpose of this study is to examine how Swedens national values concepts participation and meaningfulness interpreted and converts by assistant nurses, a municipality in southern Sweden, in order to deepen the knowledge of the national values.

Method: A qualitative approach has been used as a method in this study, with semi-structured interviews as a base. To gather empirical material, we chose to interview seven nurses who are currently working as assistant nurses in care for the elderly.

Theory: Our theoretical points have been Antonovskys salutogenic approach and SOC, sense of coherence, and Maslow's pathogenic hierarchy of needs. These different theories and approaches have helped us to analyze our empirical material.

Results: The four different themes, presented in the results of this study, are designed based on previous scientific research. The different themes in this study are the following: Swedens national values and the municipality's interpretation, participation and meaningfulness, time-, attitude- and dignityperspective. Our results indicate that the basic needs outweigh the social needs and that the assistant nurses prioritize the basic needs. The results of this study show that on one hand there is a strong connection between the keywords, participation and meaningfulness, but on the other hand, there is also a strong connection between the priorities of needs and the timeperspective in the care of the elderly.

    Abstract [en]

The aim of this study was to examine how staff at homes for care or residence (HVB-homes) work towards helping unaccompanied children to become self-sufficient. The study is based on a qualitative approach and we have done eight semi-structured interviews with staff from different HVB-homes. The study shows how staff in different HVB-homes uses different strategies to create opportunities for the children to integrate into Swedish society as well as the conditions that are necessary for the children to cope on their own. Our results have shown that routines help the unaccompanied children to manage their time efficiently and maintain a functional life with school, health and extra-curricular activities. By executing different tasks on their own such as cooking or doing their own laundry, the children learn to manage on their own. Staff shows the unaccompanied children how Swedish society works as well as the values and norms that exist to aid them in getting accustomed to their new environment. The staff motivates the children to go to school in order for them to acknowledge the beneficial aspects of education and to help develop their language. Trust, security and healthy relations have shown to be a prerequisite to maintain a functional relationship between the unaccompanied children and staff at the HVB-homes. Creating a network for the children by having them join different associations and extra-curricular activities such as soccer has also come to help the children integrate into Swedish society.

    Abstract [en]

The formation of the profession "contact acumen" has its explanation in the development of the 19th century prison and the transition of penalties and sanctions which went from being death- and corporal punishment oriented to become more treatment oriented. The role as contact acumen therefore entails a dual role, consisting of the roles as correctional officers as well as caregivers. The role as caregiver includes motivational work with the clients with the purpose to prevent recidivism.  The complexity of the dual role led us to this studies overall question: "what motivates contact acumen to motivate their clients?". The aim of the study was to investigate how various motivational factors affected contact acumen’s motivation and performance of tasks from their point of view. To answer the aim, we chose to do seven semi-structured interviews with contact acumen at a correctional institution. The result and the analysis highlighted several significant motivational factors. The factors that mainly increased the contact acumens motivation was a variety of tasks, feedback, trust and support between employees as well as working with the clients. The factors that mostly led to demotivation was schedules that led to lack of time for execution of tasks, unclear objectives and guidelines and lastly demotivated clients. The factors that mainly affected the execution of tasks were demotivated clients, lack of time for execution of tasks and unclear objectives and guidelines.

The enabling factors also consisted that the ART – instructors felt that the ART – master and the director of the institution was supportive. The inhibiting factors during the implementation was the ART – instructors experience of that the remaining staff did not have sufficient interest or knowledge regarding the method and that they felt indistinctness concerning who was responsible for the actually implementation. The results also showed that all ART – instructors felt that it was a lack of time consisting for planning before ART lessons and documenting afterwards, and lack of time to teach the method to other staff. These inhibiting factors may contribute to a delayed implementation, which can result in that individuals who have been adopted to benefit from the operation will suffer. We found that the Art – instructors experienced that there was no following up on the implementation of the method in the departments of the institution respectively.

The aim of this study was to analyze society's efforts for girls who are victims of honorrelatedviolence and oppression. More specifically its aim was to examine what efforts thesociety can offer girls who are exposed to honor-related violence and oppression, and howsocial services and shelters cooperate on issues of honor. We have chosen to focus on girlswho are victims of honor-related violence, but we are aware that even boys and men face thisproblem. The study was conducted using a qualitative approach through interviews. Tocomplete the study we have conducted eight interviews throughout Sweden. We haveinterviewed staff at three different social services and four different shelters. This was toexamine how society operates with honor-related problems but also to investigate how thedifferent services and activities interact. The key findings that emerged from our study arethat girls from honor cultures find themselves in a dilemma when they decide to seek helpbecause of violence and oppression. On one hand, they are unable to live by familyconstraints while on the other hand they do not get the possibility of total freedom if they fleethe home. Society's efforts today include protection, support and guidance for these girls, butaccording to our informants, this is not enough. They feel that what is missing is an effort tohelp the girls after their stay at shelters because they often become isolated when they begin anew life, in a new city, all alone.

    Abstract [en]

Because of the situation around the world with war and poorness many people need to leave their homeland and find safeness in other countries. A big amount of this group is children without company of an adult, so called unaccompanied children. The numbers of unaccompanied children who seek safeness in Sweden grow every year. The aim of this study was to investigate how social workers in four municipalities in south of Sweden experience their work with investigating the needs of unaccompanied children. The aim was also to investigate how the social workers experience their opportunities to meet the children’s needs with personalized interventions. The study is built on semi-structured interviews with six social workers who all have experience or are now working with investigating unaccompanied children. The results of the interviews were analyzed using a system theory perspective and Andrew Abbotts profession theory. We also used the terms grassroots bureaucrats and discretion. The results of our study has shown us that the social workers often feel a certain restriction when it comes to their ability to meet the children’s needs because of the lack of available accommodations. The study also shown that the social workers experience a limitation when it comes to the authority they have as their decisions must be approved by others and not based solely on the individual workers assessment.   The social workers in our study also experience that their work is not taken as seriously as others investigation of children from Swedish families which influence the status and legitimacy that they describe that their profession should have.

    Abstract [en]

For people with a functional disability, the everyday life can consist of various limitations that affect the ability to self-determination. These people are often in need of help and support and are forced to rely on other people’s goodwill. In homes with special services the personnel have an important task because their will and abilities for a good nursing care determines the life of the clients. The purpose of this study is to understand how personnel in homes with special services relate to the clients self-determination in their work, both in concept of their interpretation and application of the term. The study was conducted through interviews with seven different personnel from six different group homes, all of them working with individuals that have moderate to severe functional disabilities. With the help from the interviews, we got an understanding of how our respondents look at the term self-determination, how they implement this in their work and what factors may affect the clients self-determination. The result indicate that the personnel we interviewed all agreed that the client’s self-determination is something they consider to be important, but that it’s difficult to work with this because there is different factors that affect the clients self-determination. These factors can for example be linked to the resources that are available, the personals attitude or the clients ability to express their will.

    Abstract [en]

The purpose of the study was to examine how exercise of authority social worker´s view and work with normality has changed. Together with the role of changes in society, as LSS (Act concerning Support and Service for Disabled), user influence and the principle of normalization had in this context. The material has been collected through a qualitative method with semi-structured interviews which were held with eight social workers. Three of them had not been active within the field of this study for more than ten years and five of them are currently working. The collected material was analyzed through the theoretical perspective social constructivism and the theoretical concept case management. The results of this study shows that exercise of authority social worker´s have slightly different views on the priorities in the concepts of normality and user influence, both over time and between those who are working today. The conclusion of this study is that respondents have basically the same view of the application of normalization and user influence in their work. However, they have different personal beliefs about what the terms mean.

    Abstract [sv]

This paper presents results from a study of reliability concerning stability in self-reported information obtained from a standardized interview from a documentation system in Sweden (the DOK system). The paper also presents and discusses the choice of relevant statistical methods for testing and analyzing results from this type of reliability study. The degree of agreement between two different interviews for a total of 78 individuals from the database of DOK has been calculated and analyzed. The study shows a high level of stability for the self-reported information. Satisfactory or good reliability was achieved for 27 of the 28 studied variables. Another implication is that is it important to use relevant statistical methods when identifying strengths and weaknesses in this type of instruments and in order to make reliable conclusions from the results.

    Abstract [sv]

The aim of the article is to describe and discuss how the interview method »DOK« can constitute a foundation for evaluating to what extent clients in a unit for treatment

of substance abuse have their needs met during the treatment period.

The study is based on a case where the data was collected via structured interviews in connection with the beginning and end of treatment. In total 41 clients were interviewed by the DOK interview method.

The case study shows that the data contributes to identifying changes during the treatment period within many different

areas of life. This gives a more comprehensive and balanced picture of the clients’ changes on both an individual and a group

level. The latter gives insight into the treatment delivered, both in life areas where the clients’ needs were met, and in areas where their required support was not received, thus creating a foundation for quality and method development. Evidence-based

practice, and research trying to identify effective treatment methods, requires basic and continual documentation about the clients, and the interventions in the substance abuse care. The study can serve as an example of how structured interviews can constitute a foundation for an evaluation per treatment unit.

The hidden population: Some methodological issues about estimation of problematic drug use2013Ingår i: Nordic Studies on Alcohol and Drugs, ISSN 1455-0725, E-ISSN 1458-6126, Vol. 30, nr 3, s. 149-166Artikel i tidskrift (Refereegranskat)
    Abstract [en]

AIM - This article analyses and discusses the estimation of serious or problematic drug use through an empirical example based on a local Swedish study in Gothenburg. METHODS AND DATA - This was a case-finding study with questionnaires directed at organisations which have contact with the target group. The material was supplemented with information from the two documentation systems DOK and ASI. A total of 2,148 reports were collected. Health care data of 1,096 individuals was also collected for analysis with the truncated Poisson method. Analyses with capture-recapture or truncated Poisson were conducted to calculate the size of the hidden population. RESULTS - The statistical analyses resulted in variable numbers for the hidden population, and the total prevalence of serious drug abuse in Gothenburg is estimated to be between 2,200 and 4,400 people. CONCLUSION - The study shows that estimation of the presence and prevalence of problematic drug abuse involves many methodological difficulties and challenges. The significant variation of the size of the hidden population presented in the study raises doubts about the reliability and validity of the different methods. The methods are clearly sensitive to the importance of fulfilling the different basic assumptions

    Abstract [en]

This study shows how social workers reason about the concepts of gender, gender roles and equality and if these arguments reinforce heteronormativity that could affect the ability of same-sex couples to adopt children. The reasoning regarding equality indicates a difference between heterosexual couples and same-sex couples. What emerges in the study is that the social workers reasoning can be explained with that they have been imbued by heteronormativity. Heteronormativity becomes a contributing part of how same-sex couples are seen in the adoption process. Arguments for equality, which erase stereotypes, do not apply in the same way for same-sex couples as for heterosexual couples. Regarding same-sex couples the equality is based on stereotyped gender roles that reinforce the heteronormativity. This implies a paradox between arguments for equality, which reinforce heteronormativity, and the possibility for same-sex couples to adopt children.

    Abstract [sv]

Values, social exclusion and the suburb as the periphery of the People’s home]2018Ingår i: Sociologisk forskning, ISSN 0038-0342, Vol. 55, nr 2-3, s. 203-223Artikel i tidskrift (Refereegranskat)
    Abstract [en]

In this article, we analyse contemporary discourses about social exclusion in the suburbs. The empirical material is mainly based on speeches of different Swedish political party leaders during the Politician's Week (politikerveckan) in Almedalen that took place in 2016. By adopting a discursive psychology approach, we have examined the interpretative repertoires and the discursive resources that the party leaders use to frame the suburbs as sites of "parallel society", criminality, passivity, gender oppression, radicalization and dominance of values that assumingly pose a threat to the social cohesion of Swedish society and the basis of the People's Home. In order to remediate the "crisis of values" in Swedish society that migration and social exclusion of suburbs have supposedly engendered, "Swedish values" are highlighted as important resources to strengthen social cohesion and reclaim the endangered People's Home. Thus, values are gradually becoming primary markers of difference and deployed to construct hierarchies of belonging and rights in the Swedish society.

    Abstract [sv]

    Abstract [sv]

    Ett antagande i undersökningen har varit att den organisatoriska strukturen påverkar beslutsprocessen, möjligheterna till flexibilitet och hur den enskilde får sina behov tillgodosedda. Detta i sin tur bygger på antagandet att flexibiliteten i såväl beslutsprocessen som verkställigheten är betydelsefull för en grupp individer vars problem och behov kan fluktuera väsentligt. Sammanfattningsvis antyder undersökningen att betydelsen av organiseringen kring beslut och verkställighet är underordnad betydelsen av enskilda medarbetares engagemang och samarbetsförmåga. I undersökningen förekommer exempel på olika former av organisering och där möjligheterna till flexibilitet och anpassning till den enskilde inte upplevs vara direkt kopplade till formen. Istället är det främst tre andra faktorer som påverkar, nämligen;

    - Enskilda handläggares och enhetschefers engagemang, samarbetsförmåga samt vilja att få till stånd en dialog och flexibilitet kring den enskildes insatser.

    - Enskilda handläggares och enhetschefers arbetstyngd.

    - Enskilda handläggares och enhetschefers förmåga samt vilja att tidigt koppla in verkställarnas kompetens.

    Abstract [en]

Purpose: The primary aim of the study was to analyse and discuss how employees with a secondary nursing education describe their occupational character whilst working as well as the conditions for caring acts in a changing progress towards professionalism.

Questions: What are the conditions to provide a high standard of care in this changing progress? What influence does it have on the occupational character ?

Method: Critical case study and focus groups

Conclusion: One of the central findings of the field study was the identification of two occupational identities; traditional and pedagogical orientated. These two occupational character traits are connected with different types of occupational competence and demands different theoretical knowledge. They also have different regards concerning the new title; social omsorgsassistent. A conclusion of the study is that a professional project of a non-specific nature is unable to stress the different levels of knowledge and competence that occupational identities have when one seeking professionalism.

    Abstract [en]

The purpose of this study was to examine the school counsellors and social service workers experience of how the child psychiatry manage their authority in the collaboration concerning children with mental health problems. The study was conducted using qualitative interviews with school counsellors, social service workers and one former employee of the Swedish child psychiatric care. Our results are divided into two themes: Collaboration and distribution of responsibility and Children who fall between the cracks. Examples of groups of children who according to our study are at risk of falling between the cracks are those who apart from mental issues have substance abuse issues or social issues, those whose parents are in a child custody dispute, children who are acting out and children with self-harm issues. The study also reveals that it's easier for children whose parents are active and knowledgeable to get help from the child psychiatric care and that it's a requirement for both parents and children to be highly motivated. There are established social hierarchs between agencies who partake in collaboration regarding children with mental illness. The child psychiatry have a higher status than the social services and the school and therefore greater power to steer the collaboration in a way that benefits the organisations own interests. The structure of the Swedish child psychiatric care is founded in a way that benefits the sorting of clients through the requirement of diagnoses and the will to sort out the psychic problems from the social. Our conclusions with the study is the way that children with mental illness are categorized and where the child is referred is mainly because of a broad conception that Abbott (1981) could describe where the mental issues are considered as "pure" and the social issues are considered "impure".

    Abstract [en]

Establishing a relationship between a social worker and a client is an important element in social work. An alliance can be created by seeing something in someone else that affects one's self. The purpose of this study is to investigate how mutual experiences affect the relationship between social workers and clients. We have restricted the study to the area of substance, alcohol and gambling abuse mainly because these relationships are often frequent and long lasting which gives a deeper insight of the relationship. We have conducted eight semi-structured interviews at two different treatment centers through a qualitative method where four respondents have their own experiences of abuse and four who have not abused. The results of the study show that it is very important to use oneself as a tool, to be able to be personal, and to set one's own individual boundaries with the help of common sense. Having mutual experiences with clients prove to have advantages in the way that there is an automatic respect and thus alliance but also the ability to understand what the client is going through. It is also evident that the concept of professionalism is perceived in different ways in the respondents and that it is not always professionalism that works. Personal suitability is an important factor in being able to create relationships.

    Abstract [en]

The aim of this study was to analyze and critically review how cohabited parents are represented in selected Swedish newspapers during three periods of time. We have conducted a critical discourse analysis and looked at how daily newspapers use the language based on social constructivism. As a power aspect we also used Foucault's power analysis as a theoretical starting point. In the study's results, we saw that the language used in the articles differs depending on the time period they had been published. In the result, we found three general themes that we analyzed: exercise of power within the discourse, norms and categorizations, as well as changes over time. During the years 1992-1993, different expressions were used against same-sex couples, compared to today. In 2002, the focus instead was on the adoption issue. In the later period, 2017-2018, the result showed that the policy took more place in the articles. Same-sex parents also expressed themselves in the media and they described how they still felt excluded in a society dominated by heterosexual norms.

The aim of this study was to explore refugees experiences of an introduction program in a small Swedish municipality. The study was based on semi-structured interviews with six refugees and was conducted to explore how the introduction program contributed or has not contributed to feelings of being integrated. Our informants have got different backgrounds but have all been forced to flee their home country to Sweden. The interview data was interpreted through earlier research, theories about social exclusion and concepts which were relevant for our study. Our study showed that the informants felt kindly received in the small municipality. The informants emphasizes the small village where segregation among Swedes and refugees was less of a problem. The different parts of the introduction program was of importance, according to the informants, but they also stressed that the introduction program, in itself, isn’t enough to become integrated in the Swedish country. The informants explained that the individual person must take responsibility for its own integration beside taking part of the introduction program. The study showed that the most difficult problems occur when the introduction program is ended and the time to find “established” employment has come.

Myths Surrounding Albinism and Struggles of Persons with Albinism to Achieve Human Rights in Yaoundé, Cameroon2018Ingår i: Journal of Human Rights and Social Work, ISSN 2365-1792, Vol. 3, nr 1, s. 11-16Artikel i tidskrift (Refereegranskat)
    Abstract [en]

Persons with albinism (PWA) in Yaoundé, Cameroon are reported to experience stigma, discrimination and violation of their human rights based primarily on their lack of pigmentation in their skin, eyes and hair. This study explores the challenges faced by persons with albinism, with particular reference to their knowledge of albinism, social and health issues and support. This qualitative research study recruited persons with albinism through a non-probability sampling technique in the city of Yaoundé, capital city of Cameroon. Data were collected through three focus group discussions with 19 persons (13 women and 6 men, adults) with albinism and thematic content analysis was employed to analyze responses. Almost all participants revealed societal discrimination, stigmatization, human rights violations, and some reported frustration due to injustice, rejection and superstitions. All the participants had visual problems and 12 had skin diseases. These conditions were inadequately managed due to lack of care, rejection by others, superstition and limited financial resources. The majority of participants had a good understanding of albinism. This study urges social work interventions such as support groups for persons with albinism and their families; educational awareness programmes; and advocacy for the rights of persons with albinism to healthcare, education and employ- ment opportunities, and to demystify all myths and cultural beliefs surrounding albinism.

    Abstract [en]

The aim of this study was to highlight care managers view on and experience of the working method Individual need in center (IBIC) and to analyze the consequences of the implementation. IBIC is a method for care managers to identify and adapt the intervention according to the individual’s needs. We performed six individual qualitative interviews with care managers, hence three from Kungsbacka municipality and three from Karlskrona municipality. The results from the interviews indicated that all care managers experienced that their work environment had on some level been affected by the implementation of IBIC. However, there were care managers that recounted that it wasn’t the IBIC method itself that affected their work situation. It was the work system that was used to document the IBIC investigations that was the substantial problem. The analysis showed that care manager’s experiences of IBIC did not accord with Socialstyrelsen’s goal with IBIC. The three core components of IBIC were not distinct enough, which was essential for an implementation to be successful and having positive outcomes. Moreover, care managers experienced that colleague- and manager support was a significant factor in the work environment. Even though they had support from both their colleagues and their managers, the care managers had to use different coping strategies to manage the daily workload. These factors contributed to a stronger sense of coherence (KASAM in Swedish), which is also a contributing factor for the coping process.

    Abstract [en]

The aim of the study is to, with a norm critical perspective, highlight how men and their parenting are represented and framed in child custody investigation reports in Sweden. The main focus is to show norms and beliefs about men and their parenting as several sources indicate that discrimination related to gender and ethnicity occurs. Based on a qualitative research effort, a document analysis has been made by 14 child custody investigation reports from diverse areas in the country. Through a thematic analysis tree themes became apparent. “Culture as an explanation”, “Gender inequality and women understand women best” and “The receiving father vs. the authoritarian father”. The selected theories that have been used to create an understanding of our research problem are the gender system and postcolonial theory. The results gave us the conclusion that in this context both structural discrimination and racial prejudices towards fathers are apparent in many cases.

Comparing evaluation of homelessness in the United States and the European Union2012Ingår i: European Evaluation Association conference in Helsinki Oct 3-5, 2012, 2012Konferensbidrag (Refereegranskat)
    Abstract [en]

Homelessness as a political and social dominion has a number of features that make it particularly illustrative for a conference focusing evaluation and especially the design of evaluations. In addition to being a wicked problem, homelessness offers several analytical avenues. How do these characteristics affect the evaluation of programs and projects aspiring to combat homelessness? Dissimilar pictures and solutions regarding homelessness in the US and in EU countries will likely affect recommendations given as a result of performed evaluations. For this study, the empirical base is a sample of the most cited evaluations of homelessness programs published in professional journals between 1996 and 2010. Most of these evaluations are from the US. These US evaluations more often use large-scale national programs and quantitative methods, whereas EU evaluations more often use smaller sample sizes and qualitative methods. In the US and the EU, evaluations of homelessness programs seldom use analytical approaches.

Evaluating homelessness – a comparative analysis of top-ten articles from the US and Europe2017Ingår i: European Journal of Social Work, ISSN 1369-1457, E-ISSN 1468-2664, Vol. 20, nr 5, s. 724-740Artikel i tidskrift (Refereegranskat)
    Abstract [sv]

Five years later: impact after evaluating a program combating homelessness2015Ingår i: American Evaluation Association conference, Chicago, Nov 9-14, 2015, 2015Konferensbidrag (Refereegranskat)
    Abstract [en]

The variety of how evaluations are put to use has attracted the interest of many scholars. Suggestions are made that usage might be instrumental, for enlightenment, legitimation or something else. In this paper-session the impact of a specific evaluation applying program-theory will be in focus. The evaluation concerned a statutory Swedish program. Aimed at reducing homelessness, an investment of 5 million Euro engaged 23 innovative projects nationwide. Homelessness is a wicked social problem exhibiting great resistance to current solutions while engaging numerous actors, organizations and agencies simultaneously and at various levels within public and civil domains. How does this affect the evaluation of programs and projects aspiring to combat homelessness? And in what way(s) can we speak about evaluation utilization? Findings show that impact takes place in an iterative process where serendipities play an important role.

In trouble with the logics: data recording in performance management2015Ingår i: AEA conference, Chicago, Nov 9-14, 2015, 2015Konferensbidrag (Refereegranskat)
    Abstract [en]

In recent years, Performance Management (PM) has become a buzzword in public sector organizations. Well-functioning PM systems rely on valid performance data, but critics point out that conflicting rationale or logic among professional staff in recording information can undermine the quality of the data. Based on a case study of social service staff members, the authors explore three recording logics among professional staff. The findings reveal a complexity of recording behavior and show how professional staff shift between recording logics according to the situation. The actual data recordings depend not only on the overall logic, but also on factors such as attitudes, assumptions, and motives. The authors suggest that shifting recording logics weaken the validity of performance data. These shifts undermine the idea of PM as a trustworthy strategy to bridge the gap between professional and managerial staff as well as the possibility of a well-informed management

    Innovations and problem-solving: a comparative study2011Ingår i: European Journal of Social Work, ISSN 1369-1457, E-ISSN 1468-2664, Vol. 14, nr 3, s. 307-321Artikel i tidskrift (Refereegranskat)
    Abstract [sv]

Lessons learned for the 21st century: the realization of evidence-based practice2014Konferensbidrag (Refereegranskat)
    Abstract [en]

“The evidence-wave” as Evert Vedung expresses it travels over the globe. This session reports from its appearance in Swedish social welfare where it has a strong support at the national level which affects local agencies who prepare for something they suppose will support efforts to improve their undertakings, unclear how. Organizations are supposed to implement EBP but they are uncertain participating actors in weak networks. Participant shifts, assignment switches and uncertainty about the networks’ purpose creates difficult conditions for successful implementation. Thus, a weak top-down control and a weak local network organization provide limited opportunities to ensure that evidence-based studies based on outcome evaluations have an impact. Knowledge from the evaluation-society seems not to have affected this process. This session should be highly relevant for the evaluation community as our ability to both design and critically examine dissemination processes of EBP is of vital importance for evaluation practice.
