    Abstract [en]

    In this article, the authors evaluate a Swedish pilot scheme that targeted immigrants with weak Swedish-language skills registered as unemployed at public employment offices. By sandwiching work-oriented language teaching and practical workplace training, the project aimed at enhancing the employability of project participants but also at alerting them to and preparing them for available training and further education opportunities. For the evaluation, a comparison group of nonparticipants was selected using a propensity score methodology. The results show that participation in the pilot scheme project resulted in much speedier transfers from open unemployment to employment, training, and education.

    Abstract [en]

    This paper addresses the establishment processes of two Swedish companies in the automotive

    industry in Mexico by applying an establishment process model. An exploratory case study is

    applied as a research method. One of the main findings of the article is that in both bus and truck

    segments (sectors), there are well developed and tightly structured networks which function more or

    less in the same way as the networks and relationships in developed countries although Mexico is a

    developing country. Another finding is that the level of trust with the Scania's customers differs in the

    two segments. In the bus segment the relationship with customers is dominated by cooperation and

    trust, whereas in the truck segment it does not as the market has more trust in other brands than in

    Scania's products and services. A third finding is that Scania's competitive advantages rely on its

    complete solution which includes trucks, parts and services and on its cooperation with some competitors

    and strong relations with authorities. While Volvo's competitive advantages are based on its

    strong dealers network strengthened through complete solution including training, new financing and

    selling programs, i.e. offering integrated services and cooperation with some competitors & strong

    relations with authorities. A fourth finding is that in the Mexican market, government relationships are

    as important as customer relations and should be dealt with adequately if firms are going to succeed

    in their establishment attempts.

    Abstract [en]

    IS-development efforts targeted for capturing and supporting knowledge sharing and learning processes within the social context of the work practice are in still their advent and lack proper theoretical foundation. These processes are vital to an organization as they are the sources of its innovative power and strategic survival. What an organization knows is embedded within the people constituting that very same organization. How this knowledge is generated, shared and applied in problem solving situations of an organization’s daily work is rooted within the social context of the practice. There do exist examples of work in done this direction in formulating guiding principles for IS-design of support systems, but we find that they are not adequately addressing the social dimensions of practice. Here we try to remedy this by drawing upon social theory of learning in search for implications for IS-design. This theory has shown great explanatory power for processes of knowledge sharing and learning within the social context of the work practice. In this paper, it is used together with lessons learned from a development project in laying a foundation for IS-design principles.

    Abstract [en]

    Despite the amount of attention that processes and structures for knowledge management has received within research during the last decade, little attention has been directed towards the actual means used for the distribution of knowledge by individuals. Here is presented results from a study of emerging electronically mediated distribution means followed with a characterization and analysis. For the characterization and analysis a framework for interpretation of the different distribution means was created based on the constructs of organizational learning and the levels of knowledge system interpretation. The results show that knowledge distribution is not an isolated event. It takes place in larger context, such as organizational learning, since it touches upon other activities or phenomena such as knowledge acquisition, knowledge interpretation, and organizational memory.

    The paper address the issue of designing support systems that better match activities of knowledge sharing and learning within a social context. This is done in order to remedy the failure of previous development initiatives. By looking into the theory of social learning systems we try to find a basis for guiding the development process in addressing dimensions of design for learning as to better balance our investment efforts. Here, we apply the theory to a development project in order to further our understanding of it and explore its potential for support system design.

    In this paper is presented the idea that there is a need for a shift in considering support systems for the exchange of experiential knowledge from the individual level to a collective level, and that a successful support system must be founded on functionality that supports knowledge activities within communities of practice and on functionality that implement an organizational memory in making the knowledge available to other members of the organization. The paper presents the background to the current research that is undertaken.

    The issue the paper address concerns the design of IS-based support systems for the sharing of knowledge within a social learning and sharing setting, such as a community of practice. Here we take a look at theories of social learning systems and social context in order to draw forth design implications for IS-based support systems. This is done in order to address issues or problems of traditional support systems for sharing knowledge, such as 'digital libraries' or 'best practice' sharing systems. These issues or problems are related to both the contribution and adoption of knowledge as well as the processes of creation and upholding of shared interpretations and meaning.

    Many organizations have developed digital libraries resources, containing the collected wisdom of the organization, that may be used by its members when they find themselves in unknown or problematic situations. However, most of the knowledge sharing and learning processes, within organizations, are social processes, anchored in the daily work practice with its specific problems and are motivated by the engagement and participation of the individuals in the practice. Previous efforts to build knowledge base systems have here neglected such issues as that interpretations of knowledge derived from experiences generated through previous problem solving are socially constructed and directly related to the problem situations at hand. The proposed research aims to explore how support systems for knowledge base may be designed, in terms of functionality and structures, in order to support a social learning model to better reflect the processes of learning and knowledge sharing within organizations.

    In this paper is described an ongoing project which aims to develop a support tool for security/vulnerability analysis work. The support tool functions as a knowledge base where experiences made may be organized, stored and retrieved as suggestions for actions whenever new problem situation are dealt with. Furthermore the support system functions as a simulation and test tool when different solutions to a problems are evaluated. Finally, the system functions as a forum for discussion between different security specialists when they communicate their experiences with each other. Further on the paper gives lights to the experiences and insights gained and problem dealt with in the development of the support tool as well as pointing upon the future research.

    This book presents the contributions that were presented to the workshop on Emerging Issues in Computer and Systems Sciences held in Stockholm in September, 2000. The workshop was organised by the Department of Computer and Systems Sciences, Stockholm University, and more specifically by the Ph. D.-students taking a graduate course on Scientific Communication, spring 2000, given by professor Bengt G Lundberg. The Ph. D.-students staffed the four committees of workshop with professor Lundberg as the general chairman. The programme committee chairman served as the main editor of this book. Each contribution was selected by the program committee chairman after peer review and was developed by its authors specifically for inclusion in this volume. We would like to thank all the authors who responded to our comments and requests promptly. The conference general chairman and the program committee chairman wish to thank those who have acted as referees for the papers submitted to the workshop.Workshop theme: Emerging Issues in Computer and Systems Sciences The invitation to the workshop was primarily addressed to researchers in areas such as Information Systems and Software Engineering, Knowledge Engineering and Communication, and Computer Security and Security Informatics. In particular, young researchers and Ph. D.-students were encouraged to send contributions to the workshop and special provisions were made for the presentation of their contributions.     This paper stresses the situation of the European Unions fishery. It is mostly concentrated on the North Sea and data is collected from the fishing area Kattegat (fishing area for Sweden, Denmark and Germany) and is concerning the species cod. The aim of the paper is to see if the European Union provides sustainable fisheries with the management system that is used today, namely the Total Allowable Catches (TACs) which are divided to the Member States in form of quotas. To achieve the aim of the paper I have used previous studies that concern this type of problem and I have collected data concerning the TACs and reported landings for cod in the Kattegat. This paper goes through the European Unions quota system and takes into account the effectiveness of this system. As is shown, the quota system used in EU does not provide sustainability in the fisheries and reasons for this are discussed. Two main reasons are the uncertainty in the fisheries science and the Ministers own political interest that rule the TACs setting, rather than sustainable aims. This leads to that the Ministers agree on TACs that are higher that they should be. The EU faces overcapacity in their fishery which in turn leads to overfishing resulting in declining fish stocks. At least this could be argued for the North Sea and the Kattegat. Overfishing is not a description of sustainability due to that it does not imply same access to fish for the future generations.  As the European Union's quota system has failed in providing sustainability, alternative methods are mentioned and discussed. But as the failure of the EU in achieving sustainable fishing lies behind scientific uncertainties and the "wrong" incentives of the Ministers when agreeing on and setting TACs, it can not totally sure be argued that these alternative methods should improve the fishery to a more sustainable direction.

    The article introduces a framework for understanding women's entry into the academic world and how it interacts with internal departmental structures and practices. It presents three specific strategies applied by a group of women to gain a doctorate and acceptance in their department. Few previous studies have stressed women's strategies to cope with the organizational setting in academia. The article draws on previous research on women in academia and how organizational characteristics influence women's careers. It is based on a case study of a Swedish university department. Sweden is often recognized for creating favourable working conditions for women. Yet the Swedish academic world is very male-dominated at the top and even the medium level. It is also more common than in many other Western countries that academics stay on at the department where they graduated. Therefore, a PhD is often a first step in a career within that department.
