    Abstract [en]

    Our aim of this study is to analyze how the concept of reasonable standard of living is by assistance officers in geriatric care, as well as the impact of their discretion on the assessment. We conducted a qualitative study with the help of interviews. During the collection of the empirical material, we have experienced greater confusion among assistance officers opinion about the concept of reasonable standard of living. We lacked a clear answer to the concept content. The interview subjects' responses did not differ so much, they said, among other things, that the concept is difficult to interpret, fuzzy, or that they do not have a good understanding of it. The legislature has deliberately left a large possibility for interpretation to assisting managers in the assessment of the concept of reasonable standard of living. The legislator's intention was not to achieve that the concept of reasonable standard of living would include a universal solution to all problems, but it would be based on an individual assessment. The result we came to was that some assistance officer felt that they had a wide discretion while others felt that they had a smaller discretion. The joint all assistance officers had was that all had problems around the concept of reasonable standard of living, because there is no clear explanation of the concept.

    Title: “May your child live a healthy life and be a boy” - A qualitative study of professionals' experiences on son preference in Montenegro [Translated title]

    This thesis examines the social phenomenon “son preference” in Montenegro. The term son preference is defined by the desire to have a son, which is often expressed through different kinds of behaviour and/or discriminatory actions such as sex-selective abortions. The purpose of this study was to explore montenegrin professional's practical experiences on son preference in the montenegrin society. Through the experiences and knowledge of these professionals, the study aimed to analyze possible context-specific causes of son preference in Montenegro. The research was conducted with a qualitative approach, interviewing the following six professionals: a midwife, a gynecologist, a lawyer, a psychologist and two social workers. All interviews were conducted using the montenegrin language and later translated into swedish. The results indicate that son preference is an integrated part of the montenegrin culture and argues that the main causes of the phenomenon are linked to historical events in the geographical area of today's Montenegro. In contrast to previous research on son preference in China and India, historical struggles of survival and threats of ethnical extinction in a battle-scarred surrounding, seem to be a specific feature of son preference in Montenegro. Thus, this study suggests that son preference in Montenegro is a consequence of a cultural heritage that emphasizes the importance of the family's survival, which can only be achieved by the birth of sons.

    Abstract [en]

    The aim of this study was to understand how unit managers in public sector of social work handles crisis connected to medial examination and how to avoid crisis. We examined how unit managers handles and support their employees through crisis. The crisis we investigated have emerged in units in public sector that have been a subject to a medial examination. Qualitative interviews were performed with six managers in public sector. We combined the interview-study with an analysis of documents from the authorities. Theories that were used to analyse the result where system-theory and crisis-communication. The result showed that the authorities had good knowledge and tools at their disposal to manage the crisis that come up by the media examination. Several of the informers agreed to that the pre-work with crisis should be a priority in the organization. We found the managers experienced that media presented the authorities in a negative way but agreed to that media is important for examining the government authorities. The conclusion of the study showed the importance of communication before, during and after a crisis.

    Abstract [en]

    The aim of this study was to create an understanding of the strategies used by the social workersin order to handle a large workload and to examine their level of sense of coherence intheir handling of kinship foster care placements of unaccompanied children in the years 2015and 2016. The study was qualitative, and our empirical material consists of semi-structuredinterviews. Eight social workers from seven smaller municipalities and two social workersfrom larger municipalities in southern Sweden, all with experience of working with unaccompaniedchildren, have participated in our study. Our ambition was to understand how, despitethe large workload, the social workers handled their situation. We have tried to create an understandingof the strategies that contributed to make it possible for the social workers to remainat work despite the circumstances. We have found that all the social workers interviewedin our study had a high sense of coherence that helped them make their work understandableand manageable. The most common coping strategy the social workers used was tolower their ambitions and accept that their administration reached “good enough” to handletheir workload. Social workers with a lot of work experience also tend to be able to handle ahigh workload more successfully by accepting that, in spite of not always being able to abideby routines and procedures, the intention is still to do good in a bad situation.

    There exists a strained situation with social services in Sweden. Many social services consists a lack of educated social workers. Furthermore, it is thought by social work students that the work is heavy and stressful. As numerous of today's students have social services as a future workplace, the purpose of this survey is to see what attitudes the students possess about the profession. Further, the purpose is also to see if these attitudes affect their willingness to work with social services after they graduate. A survey is conducted with 94 students that study social work at Linnaeus University in Kalmar. The students who participated are in semester 2, 4 and 6. The results show that there exists a mainly positive attitude towards social services and that social services carry out an important work. On the other hand, the result also shows that many students felt that the work environment is stressful and has a high work strain. The result further shows that the students' attitude has an impact on their willingness to work with social services. However, a majority of the students would only work with social services as their first job or a shorter period of their career.

    Abstract [en]

    This is a study about employment officers at the Swedish public employment service. The aim of this study was to examine how they understand and use their discretion in their daily work. We used a qualitative method and the data was gathered by semi-structured interviews with eight employment officers working at the same office in a small town in Sweden. Lipskys theory about street-level bureaucracy and Lazarus description of coping theory are applied to analyze the empirical data. The work for the Swedish employment officers have changed over the last years with an increasing focus on control and administration. The results from the study show that the employment officers considered that they have a freedom of action in their daily work about planning their meetings, but all of them thinks that the administration, and the fact that they have to handle too many unemployed means that they are lack of time, what leads to a negative impact on their discretion. All of the interviewed subjects indicated that the Swedish public employment service has a top-down organization. We found that the informants used a unified strategy to cope dilemmas by referring to the existing laws, both when they handled disgruntled unemployed and even as a way to cope their own liable situations. They could interpret the laws in different ways and they took help from the colleagues at the local office to decide how to interpret the laws. Even if dilemma was common in their work with the unemployed, they considered that their mission to control was mainly positive. The main reasons, to how the employment officers margin for manoeuvre are limited, appears to be the laws, the regulations and the available efforts for the unemployed.

    Abstract [en]

    About 35 years ago the WHO advocated that countries with injecting drug users should introduce the so-called needle exchange programs (NEP) to curb the spread of infection by blood-borne diseases. In Sweden the first NEP started 1985 in Lund, but the program was extremely controversial in a country with such a restrictive drug policy like Sweden.

    The study you are about to read shall process this controversy, when a NEP opened in Stockholm, by analyzing the articles published in the newspapers Dagens Nyheter and Svenska Dagbladet. By using discourse analysis as a processing tool we’ll try to see the difference between the two chosen newspapers. We will identify and analyze the different participant’s, such as doctors, politicians, user associations and media, arguments in the needle exchange issue.  

    Our results show that the liberal DN articles were supportive of the NEP and that they considered it to be an infectious disease control issue. The liberal conservative newspaper SvD had a different view of the issue and considered NEP to be a question about drug policy. Even after the decision was made the city had problems to find suitable premises for the NEP to operate from.

    Abstract [en]

    The purpose of this study is to find out how the non-governmental shelters for battered women identify themselves in context of their dependence and cooperation with the municipality. Their legitimacy is also investigated which is based on, along with identity, key concepts of the neoinstitutional organization theory. The mutual dependency between these two actors is problematized along with the question of who is responsible for assisting the battered women, and who takes on the responsibilities for them. The empirical result that is analyzed was gathered through three qualitative semi structured interviews with employed personnel at three different battered women’s shelters in three different municipalities in Sweden. Further, three qualitative semi structured interviews was held with a representative from the social services offices in those same municipalities. The results show that although the interaction between the battered women’s shelters and the municipalities vary a bit, all the battered women’s shelters are dependent on the municipalities in which they function for economic resources. It appears in the interviews that there is a mutual dependency whereas the social services rely on the knowledge and experiences the battered women’s shelters have gathered through the years, along with the low cost volunteer workers bring the organization.

    The purpose of this study was to problematize how unaccompanied children were depicted in news articles in regional media, in the light of the so called “refugee crisis” of 2015. 18 news articles concerning unaccompanied children have been analysed from a social constructive perspective, using discourse theory, the concept of representation and Michel Foucault’s perspective on power. Through this analysis, I have been able to identify two main discourses, where unaccompanied children were represented mostly by individuals in power position. The category was thus represented in two diverse ways, on the one hand as exposed and in need of help and protection, on the other hand as encumbering to the society. They were at the same time depicted as a homogenous group, passive in relation to the surrounding society. I have further been able to illustrate how unaccompanied children were being excluded from the discourses, through their limited participation and opportunity to represent themselves through the articles. When given this opportunity in one of the articles, four young people categorised as “unaccompanied children” represented the category as active, responsible individuals, thus presenting an alternative portrayal of unaccompanied children. With this study, I aimed to gain a deeper understanding of what kind of portrayals of unaccompanied children that may have become a premise from which people think of and treat these young people. I also aimed to raise awareness of how the power of medias portrayal of diverse groups of people can affect the conception of individuals that are categorised into these groups, as well as those individuals’ conception of themselves.

    Abstract [en]

    This bottom-up study argue that making of social politics occurs in the meeting between the citizen and the representative of state. In order to generate a deeper understanding of the production of politics, the aim of this study was to identify expressed motivators and arguments in relation to a specific policy, which would unveil the underlying rationalities of actions taken by the specific actors. The policy was introduced in the Växjö municipality in June of 2017 and has changed the benefit distributed by the social services for immigrants waiting to start an employment program through an employment bureau into a loan. 

    In-depth interviews study, a total of 9 interviews have been undertaken with; decision-making politicians, public officials working with the policy and service users who have been affected by the policy. The data was processed and analyzed according to themes and to theory on rationality. The results showed that the main rationality forming the actions of politicians and public officials was linked to their ambition of upholding an efficient use of resources for the benefit of municipality economy. The main rationality behind the actions of the service users was to obtain autonomi in their life. An important goal for both parties was that the service users should become self-sustaining. Furthemore, the politicians and public officials clamied the responsibility for goal-fullfilment to realy on the individuals and not on the municipality.

    In addition, the results of this study has revealed that the way that politicians and public officials´ view immigrants, has affected the framing of the policy, deriving from a paternalistic understanding. Service users in the study expressed eagerness and high motivation towards starting employment. However, service users in this study viewed the loan as a hindrance rather than a support towards accomplishing the goal of employment, thus becoming autonomic.

    Abstract [en]

    The aim of this study was to examine how social workers relate to unaccompanied asylum-seeking children, regarding their cultural background and potential social issues. In order to achieve a more profound and comprehensive view of the social workers views regarding the separated children, we selected to execute semi structured interviews with social workers. These interviews were aimed at those social workers who performed assessments and investigations concerning unaccompanied children. We completed nine interviews which we recorded and transcribed in a strict manor. When we analyzed the empirical material, certain themes where identified as more protuberant and thus we our selection was based on what we regarded as the most relevant topics, in accordance to the aim of the study. Furthermore, our focus was set upon the social workers views regarding cultural differences between unaccompanied asylum-seeking children and Swedish children. We also decided to focus on which views these social workers portrayed, regarding the unaccompanied asylum-seeking child’s cultural background and how social issues could affect the social workers frame, their assets and formulation of their interventions, concerning separated children. We learned during our study that the social workers are enduring a heavy workload, especially since the numbers of arriving separated children are rapidly increasing. Furthermore, the economical recourses, in forms of personnel, are not increasing the same pace. In recent years, societal attitudes have altered and more negative and separative views regarding separated children are apparent. However, the social workers have applied a more universalistic approach towards the children to show the resemblances rather than differences between unaccompanied asylum-seeking children and Swedish children. Our study makes evident, that underneath this universalistic policy, culturalization of the children took form and this development also affected how the interventions were framed. Conclusively, this study displays how culturalization of the interventions affected the care of the children negatively and resulted in a declining standard of care, as well as differentiation of care.

    The aim of this study is to examine which support the communities in Kalmar have to offer children who have witnessed domestic violence. The study also includes how social services justify this actions based on the childs needs. The study includes six respondents; four socialworkers, one head of unit at “Alternativ till våld” and one manager at “Barnahuset” in Kalmar. 

    The method used in this study is a qualitative research approach with semi-structured interviews.

     

    The study concludes that children who have witnessed domestic violence seldom are known by social services, but when a child is recognized the social service use “Alternativ Till Våld” or a general support. It also reveals that those children often have a lower priority when weighed against children who has been abused.

    The aim of this study was to examine the experience, knowledge and attitude to mandatory reports of mistreatments amongst first line managers and assistance nurses in municipal elderly care. The following questions were at the center of the analysis: how do the different professional groups view having to report their own organization? How can various factors affect the mandatory reporting of mistreatments? What knowledge do the different professional groups have of mistreatments and mandatory reporting? A qualitative research method was used to examine these questions in the form of semi structured interviews and a small document study. The interviews were carried out with assistance nurses and first line manages in elder care, we interviewed four respondents from both professional groups. The interviews were then transcribed and coded with help of a content analysis. We have used Berger and Luckmanns theories about institutionalization when analyzing our results. We have also used Lipskys theory about street-level bureaucracy. The analysis is structured around themes and analyzed based on previous research and the above said theories. Our results show that there is a struggle amongst the both first line managers and assistance nurses to fully comprehend the complexity of mandatory reporting of mistreatments and that it’s often hard to draw the line between mandatory reporting of mistreatments and other less severe reporting’s such as deviation reports. Further, we have concluded that there is a fear amongst assistance nurses of reporting. Primarily because of a belief that reprisals, first and foremost from colleagues, will follow. We have also concluded that the workplace often seems to be characterized by a normative system in which loyalty and silence are common elements which may inhibit reporting.

    Social work is a wide term but often presented as the form of activities done by public welfare organisations. This study aims to present an analys of social work done by the Church of Sweden congregations. The study uses a discourseanalys perspectiv to study local congregations’ instructional documents that describe their diaconia. The result shows that social work in diaconia is characterized by different hegemonies and conflicts of understanding and practices. The study shows how church of Sweden formulation can be influenced by history and political and ideological issues as well as economical issues for the church. The author means that we need more studies of how social work is understood by other welfare actors in Sweden in order to develop a deeper understanding of social work.

    Self-control and autonomy are not guaranteed when people age and are in need of help from others, especially in institution-based housing. This occurs despite the fact that it is a generally accepted belief that care should be delivered with the greatest possible degree of independence and autonomy. This article discusses older people's experiences with and the opportunities for autonomy in institution-based housing. Through focus group interviews and observations, the daily lives of residents at two nursing homes in Sweden were studied through a comparative approach using the theoretical framework of organizational culture. Three themes emerged showing how autonomy was not a reality for the residents. The first theme revealed an ambivalent mission, indicating ambiguity as to whether the nursing home was a place to live in or a place in which to be cared for. The second theme was symbolic power, which encompassed the staff's power embedded in the organization. The third theme was the ageist approach to care, which was noted in the way staff considered the residents to be old people who were unable and unwilling to strive for autonomy. The three themes were embedded in the organizational culture and were created and recreated in the interaction between residents and staff. A key question for further research is how to change the culture to strengthen the residents’ autonomy.

    Abstract [en]

    The aim of this study was to examine the protruding school concept NPF-säkring at the public school Källbrinksskolan in Sweden. Pupils with neuropsychiatric disabilities are particularly at risk to not reach the goals of the education and to have high school absence, which can lead to social exclusion later in life. The school in this study are well-known through Swedish media and claim that they have a solution to the challenges the Swedish school system face today therefore they have formed their concept specifically to the pupils with neuropsychiatric disabilities. The aim of this study was to perform a case-study to examine what the concept implies, it’s main logics and how it affects the institution. Using triangulation while studying various documents connected to the school concept, as well as one observation at the school after school hours, five main logics of the school concept became distinguishable. The analysis were divided into two parts where the first part focus on the main logics of the concept analyzed through Universal design of learning as a theoretical perspective and the second part consists of the theory of the Institutions three pillars to understand the institutional function and its relation to its context of the society. As a conclusion it came apparent that the main logics consists of physical environment, flexible structure, relational approach, encouragement for students' self-determination and overall approach at the school. The institutional function of the concept is distinctly connected to the increased awareness regarding the consequences of neuropsychiatric disabilities throughout society and by developing a new school concept, the institution there-by question the traditional Swedish school-system.

    Abstract [en]

    The aim of this study was to analyze how social workers in an elder administration in Sweden handle empowerment and needs for people with dementia and what ethical dilemmas the social workers could experience with these clients. The result is based on qualitative interviews where eight social workers had the opportunity to describe their work with elder people with dementia. Five main subjects were identified in the interviews: empowerment, strategies, dilemmas, force and knowledge and understanding in the organization. The analysis of these themes helps us to understand how the social workers in their profession handle different situations and dilemmas which can arise in their daily work. The conclusion from the result and the analysis was that the most frequent dilemmas for the social workers in their work with people with dementia was the clients unwillingness to receive help, relatives’ and other professions’ ignorance about empowerment and also when relatives wanted to make decisions for the clients. The result showed that the social workers used extensive motivational work for the clients with dementia in order to handle their empowerment and needs. The social workers requested that the relatives and the staff who work with elder people should have more knowledge about the empowerment for the clients.

    Abstract [en]

    The aim of this study was to examine; how the Swedish high school handles the social phenomena of cyber bullying from the prospective of the high school counselor. By this study, I wanted to gain an understanding of the variables that affects how the Swedish high school chooses to deal with cyber bullying amongst their students. The study is based on a qualitative approach, using eight semi-structured interviews when interviewing the high school counselors. The empirical material from the interviews is analyzed by using the New-Institutional Theory and the concept of knowledge. The results indicates that the counselors finds the phenomena of cyber bullying not to be a new problem and that the lack of knowledge and well functioning methods in the society is affecting how the high school detects, handles and prevents cyber bullying. The result also indicates that it is going to take time for effective methods to be develop based on the complexity of detecting and handling cyber bullying.

    Abstract [en]

    This study is about the upcoming challenge Sweden face with a population that grows older and in need of elderly care. The challenge lies in that municipality, as it is today, won’t have the personnel to care for the elders. The study presents two problematic factors that need change for the municipality to be able to guarantee reasonable living standards according to social laws. The first factor is the decreasing profession attractiveness that makes it hard to employ personnel. The second factor, which the study focuses on, is the fact the caregivers are overrepresented in the social insurance office statistics of personnel on sick leave. We choose to focus on the caregiver’s work environment to get a perspective on the problem. To be more exact the study focuses on finding a covariance between experienced New Public Management and Sense of coherence. Our second focus is to see if there is an underlying relation between the experienced New Public Management reforms and the three parts of Sense of coherence; meaningfulness, comprehensibility and manageability. A third focus is to see if the relationship is influenced by the caregivers’ age and work experience.

    Our main findings are that experienced New Public Management has both positive but mainly negative effect on caregivers’ sense of coherence and therefore on caregiver’s health. Our conclusion is therefore that New Public Management can be seen as a factor for care givers high ratings in the social security offices statistics over sick leave from work.

    Abstract [en]

    The aim of this study was to understand how ADHD medication designed as a suitable solution within the prison in terms of treatment. The study had a qualitative disposition and I have used a discourse analysis. My theoretical starting point was extracted from Foucault’s theory about power and knowledge and his discourse concept. The result shows how ADHD portrayed as a factor that is strong linked to crime and various forms of social marginalization. A further result is how the ADHD clients are constructed from untreatable to treatable and how the ADHD medication act as treatment and prevents recidivism. The results show this production of ADHD linked to crime, the ADHD clients as untreatable and the medications as a remarkable treatment method works together to make ADHD medication is a perfect solution to treat criminals and prevent crime.

    Abstract [en]

    The aim of this study was to investigate how Swedish social workers’ working with refugees integrates a gender perspective in their daily work. The study was executed through a vignette study among 5 social workers working with reception of refugees in two minor Swedish municipalities. The participating social workers worked with the reception, financial aid, housing for refugees arriving to the municipality after receiving residence permit. The material was analyzed through a discourse analysis. The result showed a lack of knowledge and uncertainty among the social workers about gender equality as a concept and how it should be implemented in their work. The result also showed the complexity of gender equality, integration, and gender mainstreaming and how the issue with gender equality could be placed on different levels; from the individuals own responsibility to change his or hers own life, to laws and policy documents that according to the social workers should be adjusted to easily apply a gender equality perspective to the social work.

    Middle-managers leaders in the social services´ department for children and young people work in a conflicting organisation. These middle-managers become the link which joins together political decisions with requirements and expectations from the management, the needs of personnel and the clients´ right to aid and support. The aim of this study has been to investigate how middle-management leadership is created within given conditions and the complexity that their role entails. Six qualitative interviews with middle- managers in the department for children and young people in five intermediate municipalities have been realized. By investigating how these middle-managers navigate between the political, management and professional domains and, with the aid of the concept of parallel processes, mechanisms, which can constitute important factors for leadership, have been made visible. It is clear that the professions identity of social workers influence their leadership at all levels and that priorities and choices are often motivated because of this strong professions identity. The result also shows that the middle-managers in this study regard themselves as social workers and identify themselves more with their profession than with their function as managers. Professions identification often constitutes a legitimizing basis for how leadership is conducted in its operative form.

    Abstract [sv]

    Syftet med uppsatsen har varit att belysa fenomenet ”mucksjuka” som kan drabba en intagen på fängelset när denne närmar sig frigivning, samt att svara på varför intagna på anstalter drabbas av detta fenomen. Den intagne har en tendens att hamna i ett depressivt, stressigt, oroligt och otåligt tillstånd. Till min hjälp har jag använt mig av olika teorier om institutioner, stress, stigmatisering och disciplinering, och hur livet i ett fängelse i Sverige kan se ut. Jag har även genomfört kvalitativa intervjuer av intagna och personal på olika anstalter. Resultatet visar att de intagna drabbas av detta fenomen av olika anledningar. Det finns de som är stressade och otåliga för att de vill tillbaka till den kriminella livstilen som kanske ledde till att de hamnade i fängelset i början, medan det finns de som vill ändra sin livsstil och är oroliga för att de inte vet hur de ska lyckas med det. Inte sällan drabbar mucksjuka personer som har suttit en lång tid i fängelset och är institutionaliserade. De som har mycket att ordna inför frigivningen kan vara mer oroliga inför framtiden än andra, och på lång sikt utveckla ett närmast negativt stresstillstånd, medan de som vet och har ordnat inför framtiden kan vara mer otåliga och stressade.

    Abstract [en]

    The aim of this study was to examine what judicial and profession related obstacles and difficulties that arise due to the role that social services have in preventing radicalization and violent extremism and what views social service workers and managers have regarding their involvement in this work. Specifically, the aim of the paper was to explore the understanding social services professionals have about the phenomenon that is radicalization and violent extremism and how this impacts the service they provide to individuals. Furthermore, the study wanted to investigate what methods and actions are carried out in order to detect and prevent individuals from becoming radicalized. Six separate semi-structured interviews were carried out consisting of four social services workers and two managers. The participants were selected from four different municipalities. After conducting the interviews four main themes regarding radicalization and violent extremism were identified, namely; understanding and reasoning, preventive and active measures, obstacles and difficulties, social services in a changing world. New institutionalism theory was applied to the result in order to improve the understanding of the role social services have regarding this issue. The studies main findings were that social workers and managers view radicalization as a process. This process can be carried out alone or as a member of a group. Radicalized individuals are hard to detect and therefore social services struggle to identify them. Fieldwork officers working together with school personnel have the best chance of detecting radicalization at an early stage. There is no method especially adapted to radicalization and violent extremism being used by the social services. Many participants describe being uncertain as to what their role should be with directives and regulations leaving room for interpretation and misunderstanding.
