Abstract [en]

This article argues that there is a discrepancy between the perception of social realities held by professionals of welfare (school teachers and social workers) in Sweden and the social realities of migrants, especially migrants depending on social assistance. The views held by professionals are rooted in an old model of social integration within the framework of the nation-state. This perception contrasts with the life conditions, expressed here in the consumption practices of migrant families who, in their daily life, are linked to both local and transnational places. Consumption is an “old question” that has been linked both to poverty and immigration. The article is focusing not on consumption as such; instead on consumption as an illustration of the mismatch existing between the professionals’ view and the migrants’ description of their own consumption. The analysis is based on a qualitative study including interviews with migrant families and welfare officers in a neighbourhood in Malmoe, a city in the South of Sweden with some 300,000 inhabitants, of which 29 % are born outside Sweden.

Abstract [en]

We discuss our research project “Conceptions of Healthy and Unhealthy. The reception of refugees unable to work in Sweden.”. We study how the social authorities in Sweden have handled questions concerning refugees in a historical perspective. We analyze the culture of the social authorities over time and the implications this culture has for the receptions of refugees today. The main and specific focus is on understanding and explaining the reception of refugees classified as unable to work. In this paper we present a case-study on one of theses groups, refugees with TB.

I slutet av 1940 - talet beslutade Sverige att ta emot ett begränsat antal icke-arbetsföra flyktingar. Denna artikel ger den internationella och nationella bakgrunden till detta beslut, beslut som gav upphov till framväxten av en specifik flyktingverksamhet inom socialtjänsten. Artikelns syfte är att med hjälp av ett historiskt perspektiv förstå bakgrunden till socialtjänstens arbete med flyktingar i Sverige

Gränskontrollen har sedan äldre tider inkluderat olika åtgärder som syftar till att hindra fattiga och sjuka utlänningar att ta sig in i landet. På lokal nivå var man också angelägen att hindra ”invandring” av personer som av olika skäl skulle kunna komma att bli en ekonomisk belastning för socknen. Fattiga utlänningars invandring skulle hindras av ekonomiska skäl, sjuka främlingars invandring skulle hindras av både ekonomiska och smittskyddsskäl. Äldre tiders offentliga hälsoarbete syftade huvudsakligen till att hindra spridningen av smittosamma sjukdomar, och fattiga främlingar uppfattades som en särskild riskgrupp, vilket framgår av det tidiga 1900-talets epidemilagstiftning. Dessa lagar anger också ramarna för regleringen av såväl arbetskraft- som flyktinginvandring. Med exempel från äldre tiders förordningar och hälsovårdslagstiftning från 1900-talets första del vill jag lyfta fram betydelsen av hälsovårdspolitiska aspekter för svensk invandringspolitik.
