Abstract [sv]

Ojämlikhet och fattigdom utgör centrala utmaningar för den svenska välfärds-staten i en tid av ökade levnadskostnader och skärpta villkor i trygghetssys-temen. Denna artikel syftar till att utveckla ett praktiknära analytiskt stöd för att förstå hur ojämlikhet formas och reproduceras inom socialt arbete. Med utgångspunkt i två empiriska studier baserade på intervjuer med 38 yrkes-verksamma inom kommunal arbetsmarknads- och bostadspolitik analyseras hur organisatoriska villkor påverkar socialarbetares handlingsutrymme och interventioner. Analysen tar stöd i Charles Tillys teori om beständig ojämlik-het och belyser mekanismerna exploatering, möjlighetsansamling, emulering och anpassning. Resultaten visar hur ojämlikhet produceras i mötet mellan medborgare och välfärdsinstitutioner genom kategoriseringar, resursfördel-ning och legitimerande berättelser. Artikeln bidrar med en begreppsapparat för kritisk reflektion och betonar behovet av ett gemensamt språk mellan forskning och praktik för att synliggöra och motverka ojämlikhet i socialt ar-bete och främja mer jämlika välfärdsinsatser framöver.

Abstract [en]

This article contributes to research on activation practices and inequality reproduction, analysing how class is done in Swedish municipal subsidised employment (SE) programmes. Drawing on focus groups and interviews with 45 participants, 41 social workers and four managers in six programmes, the study uses Acker's inequality regimes theory and Offe's distinction of class categories in the labour market. Findings reveal that the SE programmes do class by sorting and adapting participants into low-wage, precarious jobs and enforcing labour market conformity. Constructions of ethnicity and gender also shape how class is done, reflecting broader patterns of ethicised and gendered labour market segregation. Subsidised employment functions as a cost-saving measure for municipalities, reducing social assistance costs by creating a flexible, low-cost workforce with limited protections. The "municipal reserve army" supports labour market competition and wage suppression, underscoring the role of such programmes in sustaining class inequalities.

Abstract [en]

The aim of this article is to understand how a group of subsidised employees constructed a collective identity and symbolic community, and the role the municipal labour market programme played in that process. Further, it explores whether and how a shared collective identity and symbolic community may provide an explanation for how the ‘successful intervention/lock-in effect paradox’ occurs when using subsidised employment as an activation intervention.The article is based on a qualitative interview study with eight social workers and 11 subsidised employees from a Swedish municipal labour market programme that offered subsidised employment as its main intervention. The interviews were analysed using the concepts of social identity and symbolic community. The article shows that subsidised employment plays a crucial role in subsidised employees constructing their identity as ‘persons with a job’, as distinct from the activation interventions usually associated with social assistance. The labour market programme serves as a transformative space where receiving a salary becomes a symbol of distinction, marking a significant departure from past experiences of receiving social assistance. The article also highlights the role of social workers in subsidised employees’ identity processes. The social workers perceived the subsidised employees as participants with special needs, and subsidised employment as an intervention which could influence the planning and support provided during the subsidised employment. The collective identity developed by the participants fostered a sense of community, but also led to reluctance to leave the programme, driven by the fear of reverting to social assistance, and once again being excluded from the labour market. The article concludes that the subsidised employees risked getting stuck in a borderland between work exclusion and work inclusion and, therefore, that subsidised employment can potentially place participants in a state of ‘marginalised inclusion’ in the labour market, instead of supporting participants into regular employment.

Inequality, in terms of how resources are distributed between different categories of people is a pervasive phenomenon in society. The Swedish labour market is no exception, exhibiting a significant degree of classed, ethnified and gendered inequality in terms of access to control and power over production conditions. This thesis aims to contribute knowledge about how and why inequality regimes are reproduced and counteracted by analysing the doing of class, ethnicity and gender in processes, activities and meaning making within six municipal labour market programmes using subsidised employment as its main intervention. The empirical material consists of focus groups-and individual interviews with 45 participants, 41 social workers and 4 managers in six different labour market programmes focused on subsidised employment as an activation intervention. The result is presented in four articles that highlight the doing of class, ethnicity and gender. Article I focuses on the doing of gender and ethnicity in relation to goals of gender equality and activation. Article II highlights how ethnic categorisations affect activation within a municipal labour market programme, which in turn reproduces inequality, especially for people categorised as refugees within the programme. Article III deals with participants' collective identity and community constructions in relation to how they are categorised and activated by social workers. Article IV analyses how class is done in six municipal labour market programmes and how ethnicity and gender intersect in the doing of class. In the final discussion, it is discussed how doing class, ethnicity and gender is intertwined with how inequality regimes were reproduced. It is also discussed why inequality regimes were reproduced based on the respondents' meaning-making related to the norm of paid work and the unequal conditions in the labour market. The classed, ethnicised and gendered categorisations of participants by social workers and managers are organised, influenced and reproduced in relation to each other in order to enable participants to enter the labour market quickly after the intervention was completed. Participants attributed the intervention as meaningful. Yet, the categorisations can also be interpreted as to service the municipalities' needs for labour in the lower segments of the labour market. Subsidised employment can therefore be understood to reproduce a municipal reserve army, rather than enabling a stable labour market establishment for people who have a marginal position in the labour market.

Rapporten lyfter att snabba vägar till arbetsmarknaden inte nödvändigtvis innebär jämställdhet utifrån den segregerade arbetsmarknad som råder i Sverige vad gäller såväl kön som etnicitet. Studiens syfte har varit att beskriva och analysera hur kommunal arbetsmarknadspolitik kommer till uttryck i faktiska verksamheter och hur dessa relaterar till övergripande intentioner, reglerande styrdokument och chefers, socialarbetares och arbetslösas behov, intressen och perspektiv. De anställdas handlingsutrymme uppfattas som central för att bedriva en verksamhet trots den mängd (potentiella) spänningar som kan uppstå i hanteringen av olika mål tillsammans med samhällets, deltagare och arbetsgivares förväntningar. Handlingsutrymmet för socialarbetarna undersöks och förstås i relation till kommunala och organisationsspecifika mål om jämställdhet och sysselsättning som avses styra vad som ska göras i insatserna och sätts i relation till hur socialarbetarna förstår och hanterar dessa i praktiken. Exempelvis att hantera kommunens mål om jämställdhet om än att deltagare gör yrkesval som går emot målen om jämställdhet. Liksom de potentiella motsättningar som kan finnas mellan att stärka grupper med en svagare position och bristande förankring på arbetsmarknaden, och samtidigt genomföra kommunens mål kring sysselsättning och jämställdhet.

För att nå studiens syfte utgick studien från fyra kommunala arbetsmarknadsinsatser inom en kommunal arbetsmarknadsorganisation. Insatserna har studerats genom grupp- och individuella intervjuer, dokumentstudier samt observationer. Totalt har 57 personer intervjuats. Analysen av materialet har en teoretisk referensram som inkluderar en organisationsteoretisk förståelse som hämtas från nyinstitutionell organisationsteori, samt teoretiska begrepp från Michael Lipskys (2010) teori om gräsrotsbyråkrati och handlingsutrymme.

Resultatet visar att organisationens mål om sysselsättning ofta är tydligt och mätbart formulerade medan mål om jämställdhet ofta är mer svårdefinierade och således svåra att mäta. Resultatet visar vidare på en spänning genom att målen ordnas hierarkiskt i förhållande till varandra där de hårda, tydligt mätbara sådana verkar få företräde framför andra. Målen kring sysselsättning och jämställdhet förstås som motstridiga såtillvida att målen om sysselsättning indikerar att insatserna så snabbt som möjligt ska förmå den arbetslöse att finna en egenförsörjning vilket ofta innebär att följa den struktur som finns inom arbetsmarknaden, medan målen om jämställdhet snarare belyser vikten av strukturellt inriktade insatser som innebär att köns- och rasnormativa val i arbetslivet motverkas. Genom sitt handlingsutrymme prioriterar personal och chefer mål om sysselsättning före mål om jämställdhet utifrån olika strategier. Eftersom jämställdhetsmålen inte är tydligt definierade eller operationaliserade skapas det således ett tämligen stort handlingsutrymme där personalen kan fokusera på att hitta ett arbete åt deltagaren istället för att arbeta förändringsinriktat mot normer. Handlingsutrymmet möjliggör dock att ha mål gällande sysselsättning och jämställdhet som får organisationen att framstå som legitim, om än att jämställdhetsmålen inte är inkorporerade i hur det dagliga arbetet utförs. På en övergripande nivå diskuterar rapporten frågor rörande målsättningar på kort och lång sikt. Snabba effekter och enklaste vägen in till arbetsmarknaden riskerar att konservera befintliga strukturer, värderingar och kan i förlängningen minska möjligheter till social mobilitet bland grupper med en svagare ställning på arbetsmarknaden.
