When collaboration meets practice : A qualitive study of collaboration between region coordinators and the police in work against prostitution (English)
Abstract [en]

This study aims to explore how collaboration between regional coordinators and the police is manifested in practice, as well as to identify opportunities and challenges in the authorities’ joint work with individuals exposed to prostitution. Individuals involved in prostitution are considered a particularly vulnerable group with complex needs. Previous research has demonstrated that inter-agency collaboration is crucial for effective practice, as well as the importance of taking the needs of those affected into account. The study adopts a qualitative research design based on eight individual interviews. The theoretical framework is grounded in the concepts of collaboration and power, alongside Goffman’s dramaturgical perspective. The findings indicate that inter-agency collaboration entails both opportunities and challenges. Differences in mandates and institutional focus emerge as a strength, as the authorities complement one another through their specialized expertise, which becomes particularly evident in joint interventions. The collaboration is shown to be person-dependent, a characteristic that can be viewed as both an advantage and a limitation. Power relations vary depending on the professionals’ established working relationships, as well as the authorities’ differing legal frameworks and areas of responsibility. Despite the challenges identified, the authorities are mutually dependent on one another, and the collaboration is assessed as well-functioning and of significant importance in providing support to individuals exposed to prostitution, while also demonstrating potential for further development.
