Abstract [en]

Background: Public sector management control is characterized by formal requirements for objectives, follow-up and results, while work must also be carried out in accordance with norms concerning legal certainty, quality and service. Previous research emphasizes that management control should be understood as a package of interacting forms of control, but the relationship between cultural and cybernetic control remains less developed.

Purpose: The purpose of this thesis is to deepen the understanding of the relational dynamics between cultural and cybernetic control within public sector management control by examining how these forms of control relate to each other in case handling processes within a government agency.

Method: The study is a qualitative single-case study of the Swedish Tax Agency. The method describes how the empirical material was collected through semistructured interviews, recurring observations and a document study, and how these were used together to examine the relationship between the forms of control in practice.

Conclusion: The study shows that cultural and cybernetic control are closely intertwined in everyday case handling work. Cybernetic control signals, such as objectives, follow-up and feedback, become practically meaningful through cultural norms concerning quality, responsibility and legal certainty. At the same time, cultural control is reinforced through meetings, documentation and local work practices. The relational dynamics are expressed through complementarity, substitution,imbalance and invisibility, where the forms of control may reinforce each other, compensate for each other’s limitations, create friction in daily work or operate without ever becoming visible to those who carry out the work.

Bakgrund: Offentlig verksamhetsstyrning präglas av formella krav på mål, uppföljning och resultat, samtidigt som arbetet behöver utföras i linje med normer om rättssäkerhet, kvalitet och service. Tidigare forskning betonar att styrning bör förstås som ett paket av flera samverkande styrformer, men relationen mellan kulturell och cybernetisk styrning är fortfarande mindre utvecklad.

Syfte: Syftet med uppsatsen är att fördjupa förståelsen för relationsdynamiken mellan kulturell och cybernetisk styrning inom offentlig verksamhetsstyrning genom att undersöka hur dessa styrformer relateras till varandra i en statlig myndighets handläggningsprocesser.

Metod: Studien är en kvalitativ enfallsstudie av Skatteverket. Metoden redogör för hur det empiriska materialet samlades in genom semistrukturerade intervjuer, återkommande observationer och en dokumentstudie, samt hur dessa användes tillsammans för att belysa styrformernas relation i praktiken.

Slutsats: Studien visar att kulturell och cybernetisk styrning är tätt sammanflätade i handläggningsarbetet. Cybernetiska styrsignaler, såsom mål, uppföljning och återkoppling, får praktisk betydelse genom kulturella normer om kvalitet, ansvar och rättssäkerhet. Samtidigt förstärks kulturell styrning genom möten, dokumentation och lokala arbetssätt. Relationsdynamiken tar sig uttryck genom komplementaritet, substitution , obalans och osynlighet , där styrformerna både kan förstärka varandra, fylla ut varandras begränsningar och skapa friktion i det dagliga arbetet eller vara verksamma utan att alls synas för dem som utför arbetet.
