Accessibility and usability in digital government services : a study of users’ experiences of extraneous cognitive load (English)
Abstract [sv]

Abstract [en]

Digital public services are used by a large proportion of the Swedish population and are subject to legal requirements regarding technical web accessibility. However, even when a digital public service complies with accessibility requirements, users may experience difficulties that can result in unnecessary cognitive load. This may make the service more difficult to understand and use and may, for example, lead to an increased number of errors.

The aim of this study was to investigate how users experience extraneous cognitive load (ECL) when using digital public services that comply with the accessibility requirements of the Web Content Accessibility Guidelines (WCAG), as well as the role of the services’ information architecture in shaping this experience.

The study employed a mixed methods approach, combining a survey with user interviews. During the interviews, participants performed tasks using a selection of digital public services. The empirical data from the survey were analysed using univariate and bivariate analyses, while the interviews were analysed using thematic analysis, supplemented by Raw NASA-TLX and Naïve Rating.

The results showed that users may experience ECL when using digital public services, particularly when finding, understanding, and managing information. Information architecture influences the perceived cognitive load through the ways in which information is organised, structured, labelled, and made findable. A digital public service may therefore demonstrate a high level of technical accessibility while users still experience cognitive difficulties when using it.

The findings highlight the importance of complementing technical accessibility with consideration of people’s ability to manage and process information when designing and developing digital public services.
