Background:

The government's IT policy goal is that Sweden will be the best in the world to use the potential of digitization. However, previous research shows that Sweden's public administration is lagging behind in the work of e-government from an EU perspective. Previous research also shows that the work of digitizing a public authority is as much about organizational change as new technology.

Purpose:

The aim is to gain a deeper understanding of how management within a public authority can get the business from analog paper management to digital management in its core business based on current technical and legal conditions.

Method:

A qualitative research method has been applied and empiri has been collected through a case study of three Administrative Court where interviews have been conducted with the Chief Judge.

Conclusion:

The study has shown that the continued digitization of case management is an important issue for the Administrative Courts. There is a wish from both staff and management to take the next step. Too do this, the study shows that management's digital maturity has an impact on how they act and prioritize in the business to take the authority to the next step in digitizing case management.
