Abstract [en]

The purpose of this essay is to examine the perspective of two Swedish government agencies, the Public Health Agency of Sweden (Folkhälsomyndigheten) and the Swedish Police Agency (Polismyndigheten), on the legislation of narcotics in Sweden. Using a qualitative text analysis, this paper analyzes the frames employed by each agency to describe the drug situation in Sweden and their stance on the government's strict drug policies. Drawing on Rational Choice Theory, the study explores how each agency's efforts to maximize its own goals influence its views on Swedish drug laws. The results of the analysis show an interesting difference in each agency’s perspective on Sweden's legislation, especially regarding the criminalization of personal use.
