In a global context governments are facing new challenges meeting its citizen’s needs. At the same time maintain the liberal values required for democracy and protect minorities from discrimination. In this paper we are comparing the Swedish legislation of discrimination and its implementation with the Universal declaration of human rights in order to show whether the legislation expresses liberal universalism or normative multiculturalism. The method used is a qualitative text analysis and a comparison based on a simplified model of the declaration of human rights. Results show that the legislation and its implementation mainly correspond with the declaration of human rights and liberalism but there are parts of the legislation that leaves room for interpretation supporting multiculturalism.
