Abstract [sv]
Uppsatsens syfte var att beskriva och förstå hur handläggare på Migrationsverkets mottagningsenheter tolkar barnets bästa under en del av asylprocessen. Tidigare studier har visat att begreppen barnets bästa och barnperspektiv är mångtydiga begrepp, vilket bidrar till skilda tolkningar av begreppen och därmed blir även utfallet väldigt olika. Undersökningen har utförts utifrån teorin om gräsrotsbyråkrati samt handlingsteori. För att få svar på våra forskningsfrågor har vi utfört semistrukturerade intervjuer med handläggare på Migrationsverkets mottagningsenheter. I det här arbetet har vi kunnat bekräfta tidigare resultat, att begreppen tolkas väldigt individuellt, vi har även tagit reda på hur dessa begrepp definieras av de intervjuade handläggarna i studien. I den här studien diskuterar vi bland annat svårigheter med att tolka och tillämpa barnets bästa i asylprocessen samt det handlingsutrymme handläggarna disponerar.
Abstract [en]
The aim of the study was to describe and understand how the welfare professionals at the Migration board’s arrival center interpret best interest of the child during the asylum process. Studies have shown that the child’s best and child perspective are interpreted widely different, and thereby the consequences are widely different. By conducting a historical review, we have taken note of how the concepts of child perspective and the best interest of the child interpreted and how these concepts have been developed. We analyze our results by two theoretical frameworks, street-level bureaucracy and the theory of conduct. To answer our questions and purpose we have chosen to conduct qualitative interviews with welfare professionals at the board. In this study we have been able to confer that these concepts are widely interpreted as previously shown. Furthermore, the interviewed welfare professionals define the concepts, the best interest of the child and child perspective broadly. In this study we discuss, among other difficulties in interpreting and applying the best interests of the asylum process and the discretion of welfare professionals at its disposal.
