Abstract [en]
Amongst public employees, the profession that have endured the hardest criticism in recent days are the teachers. The compliance rate is low and declining, and the number of students unauthorized for high school is rising. The Swedish scientist Björn Rombach claims among other reasons, that public organizations are impossible to manage by objectives because of unclear objectives, unsatisfactory resources and lack of support from the management.
Thus, this study will aim to look at how the professionals of primary school teachers in the urban area of Kalmar experiences the work towards the objectives by looking at their perceptions of objectives, guidelines, resources and support from the management.
To live up to the purpose of the study and be able to express an opinion on the demand I have used a method of surveys, a questionnaire with a direct connection to the previous research on management by objectives and Rombachs theory about why the public sector cannot operate with goals.
The results of the survey are analyzed from Rombachs view of the matter and shows that the investigated teachers' perceptions of both the objectives and guidelines as resources and support from the management was scattered with a slight advantage for the negative. Using this, I have concluded that the objectives and guidelines are not always clear and understandable. The resources are not sufficient, and although management informs, so teachers do not perceive the information sufficiently satisfactory. In summary, it is concluded that the teachers' work towards goals is not always a satisfactory nature.
